В цій роботі розглянуто актуальні для Української держави питання впливу на процес формування середнього класу. Автор виходить із тієї точки зору, що в перехідних суспільствах, до яких належить і Україна, процес формування соціальних класів цілком залежний від урядової політики. Поєднавши теоретичні узагальнення з практикою державно-управлінського впливу на процес формування середнього класу, автор спробував визначити основні напрями реалізації політики формування середнього класу в Україні. (The topical questions for the Ukrainian state of influence on the process ofmiddle class forming are considered in this work. Author relies on that point of view, that in transitional societies, which Ukraine also belongs to, the process of social classes forming is fully dependent upon governmental politics. Combining theoretical generalizations with practice of state-administrative influence on the process of middle class forming, author tries to define basic directions of middle class forming realization politics in Ukraine. Author considers that the process of middle class forming and development belongs to the base social processes of transformation economies. Transitional period, which Ukrainian society is going through now, and intermediate position of personality in it results in the search of new foundations, values and priorities of development, that would guarantee providing its stability. At the beginning of economic reforms in Ukraine it was envisaged, that such reforms would result in formation of scaled middle class - economically independent social subject capable to effectively execute traditional for it functions – to invest in the Ukrainian economy, carry out the role of basic taxpayer, come forward as a stabilizator of social and political processes. The fact of middle class forming can be considered as an important reforms efficiency criterion, that testifies to durability of all system of economic, social and political institutes. Middle class growth is not only a result of a positive economic dynamics but also a source of the further permanent economy growing. The existence of considerable social group able to percieve and implement innovations and modernisations in all spheres of life is necessary for realization of ambitious longterm aims. This same group is called to be a middle class. Evolution of mass middle class is one of major tasks of any society. Its presence provides stability to the society, it is the symbol of overcoming of a number of deep economic and social problems. In force of its great number a middle class became important social force in the most developed states and desirable aim - in less developed. For this reason it is important to ground a necessity and importance of developed and influential middle class for Ukrainian society.) |
