У дисертації на підставі використання значного масиву різнопланових джерел викладено процес створення та функціонування органів місцевого управління РКУ. Праця є першим в історіографії комплексним дослідженням цієї теми, в результаті якого розкрито специфіку та основні напрями заходів керівництва Третього Райху, окупаційної адміністрації РКУ у сфері створення та забезпечення функціонування органів місцевого управління, репрезентованих обласними, районними, міськими та сільськими управами. У дисертації розкрито місце й роль органів місцевого управління в реалізації мети та завдань нацистської окупаційної політики на теренах України, а обрані методологічні підходи дали можливість трактувати досліджувані події крізь призму відносної управлінської автономності місцевих владних інституцій РКУ. Результатом дисертаційного дослідження стало вивчення основних напрямків нацистської політики на теренах РКУ та нормативно-правового підґрунтя функціонування органів місцевого окупаційного управління. On the basis using large array of diverse sources described the process of creation and functioning of local government CGS. The work is the first comprehensive study of the historiography of the subject, in which disclosed the specific steps and guidelines leadership of the Third Reich, occupation administration CGS in the establishment and operation of local government, represented by regional, urban and rural councils. In the dissertation the place and role of local government in achieving the goals and objectives of the Nazi occupation policy in the Ukraine, and the methodological approach made it possible to interpret the events examined in the light of the relative administrative autonomy of local government institutions CGS. The result of the thesis research was to study the main areas of Nazi policies on the territory of the CGS and the legal basis for the functioning of the local administration of the occupation. In the dissertation the place and role of local government in achieving the goals and objectives of the Nazi occupation policy in the Ukraine, and the methodological approach made it possible to interpret the events examined in the light of the relative administrative autonomy of local government institutions 22 CGS.
