Стаття присвячена дослідженню проблем інноваційного розвитку на регіональному рівні з урахуванням соціально- економічної ситуації, можливостей її поліпшення та подолання наявних проблем. Проаналізовано причини низької інноваційної активності підприємств, проблеми малого бізнесу та шляхи їх вирішення за умов державної підтримки та координації інвестиційних запитів та ресурсів. Здійснено визначення інституційних умов, перспектив та перешкод у формуванні регіональних інноваційних систем в Україні. Проаналізовано світовий досвід застосування дієвих програм підвищення інноваційної активності підприємств регіону. Запропоновано удосконалення механізму залучення інвестицій в регіони за допомогою створення регіональної структури сприяння інвестиціям. The purpose of this article is to identify opportunities and obstacles in the formation of regional innovation systems in Ukraine in terms of improving the institutional investment mechanism for the region. The research task is to identify issues of development of innovative activity of the enterprises at the regional level and their solutions in terms of public support and coordination of investment requests and resources, implementation support of investment projects at all stages, quickly responding to changing investment needs. As effective ways of increase of innovative activity of enterprises in the region can be the using of opportunities of mutually beneficial cooperation on the basis of subcontracting relations; participation in the programs of the transfer of scientific knowledge, developments, innovative products and technologies; the application of positive European experience in the organization's programs, partnerships and monitoring to small and medium-sized (large) enterprises. Organizational structure is proposed as part of the institutional development of the regional innovation system. It provides the possibility of simplifying the practical combination of innovation, the production needs of enterprises with investment resources, both local and international governments, foundations, and organizations. Creating a regional structure to promote investment could ensure coordination and organization of investment processes in the region, the combination of investment requirements and resources. It will have a multiplier effect in the economy and indirectly contribute to the improvement of the investment image of the region. |
