У дослідженні розглянуто розподіл впливу між фракціями і групами у Верховній Раді України протягом усіх скликань. Обраховані значення індексу Беншофа як для простої, так і конституційної більшості, а також порядкового α-індексу, в якому враховуються переваги фракцій і груп щодо створення коаліцій. Показано, що фракції та групи збільшують свій вплив, займаючи центристські позиції, і зменшують його, займаючи радикальні позиції. (An analysis of power distribution is studied among factions and groups in Verkhovna Radaof Ukraine (1990–2012). Banzhaf power index is used to evaluate the power of factions and groups for twodifferentdecision-making rules, the simple majority and the constitutional majority. Ordinal α-index – a generalization of Banzhaf power index which takes into account factions’ and groups’ preferences forcoalition formation –- is evaluated as well. It is shown that the power of a faction evaluated using Banzhaf index might significantly differ from its share of seats. It is shown as well that if α-index is used centrist factions increase their power while factions with radical positions decrease their power. Abrief information is provided about the modern history of Ukrainian parliament, electoral system, structure of Verkvona Rada of Ukraine and the main political events in Ukraine in the period 1990– 2012.) |
