Узагальнення результатів роботи фахівців Українського НДІ медицини транспорту дозволяє зробити висновки про те, що практично у всіх медичних організаціях, що здійснюють огляди моряків, лікарі ґрунтуються на наявності, або відсутності скарг пацієнта на стан здоров’я. Але цього недостатньо. Через неякісні медогляди мали місце смертельні випадки під час рейсу. Необхідно почати реформування існуючої системи медичних оглядів моряків з визначення ДП Український НДІ медицини транспорту Головним науково медичним експертним центром по медоглядах моряків (що узгоджується з діючим наказом МЗ і АМН України No 166/32 від 08.05.2002 р. “Щодо закріплення за науково дослідни ми інститутами гігієнічного профілю галузей економіки та адміністративних територій з питань гігієни праці та профпатології”), доручити ГП Український НДІ ме дицини транспорту створення Єдиногореєстру медичних комісій, що проводять такі медогляди; створення уніфікованих вимог до складу медичних комісій, квал іфікації лікарів, оснащення; розробці єдиних вимог до первинної документації, типових форм цієї документації. Необхідно провести підготовку до створення Єдиного електронного банку даних за наслідками періодичних медичних оглядів моряків, доступного для службового користування. Generalization of the experts of the Ukrainian Scientific and Research Institute of medicine of transport results of work of allows to draw conclusions that practically in all medical organizations which are carrying out surveys of seamen, doctors are based on presence, or absence of complaints examined on a state of health. But it is not enough of it. Because of poor quality physical examinations fatal cases took place during flight. It is necessary to begin reforming of existing system of medical surveys of seamen with definition of Ukrainian of scientific research institute of medicine of transport by the Head scientific medical expert center on physical examinations to which should charge with creation of the Uniform register of the medical boards conducting such physical carrying out surveys of seamen, doctors are based on presence, or absence of complaints examined on a state of health. But it is not enough of it. Because of poor quality physical examinations fatal cases took place during flight. It is necessary to begin reforming of existing system of medical surveys of seamen with definition of Ukrainian of scientific research institute of medicine of transport by the Head scientific medical expert center on physical examinations to which should charge with creation of the Uniform register of the medical boards conducting such physical examinations; creation of the unified requirements to structure of medical boards, qualifications of doctors, to equipment; to development of uniform requirements to the primary documentation, typical forms of this documentation. It is necessary to create the Uniform electronic databank by results of periodic medical surveys of the seamen, accessible to service using. |
