Розроблено концептуально-методологічні засади дослідження політичних детермінант інноваційного розвитку (ІР) України за умов глобалізації. Обгрунтовано стратегію державної політики у сфері ІР суспільства. Базовими політичними детермінантами ІР визначено політичну систему, ідеологію, культуру, власність, рівень соціальної диференціації суспільства, конкуренцію та конфлікт у формі боротьби індивідів за таке становище в суспільстві. Запропоновано нові методологічні підходи до оцінки стану розробки і впровадження інноваційних технологій в Україні в контексті їх детермінації соціальними факторами. Розроблено наукові критерії оцінки інноваційних стратегій, які грунтуються на політичних, соціокультурних та ідеологічних визначеннях соціальних індикаторів і враховують суб'єктивні чинники ІР. На основі побудованої моделі базових політичних детермінант запропоновано методичні підходи до визначення напрямів і стратегій ІР суспільства. Доведено, що актуальними проблемами ІР, які детермінуються політичними факторами, є порушення політичної рівноваги у вітчизняній політичній системі, надмірне розшарування населення за рівнем доходів, криза ідеології, низька політична культура тощо. Обгрунтовано стратегічні напрями вдосконалення державної політики забезпечення ІР України, в основу яких покладено управління її політичними детермінантами.
In the dissertation the conceptual methodological bases of research a political determinant innovation of development of Ukraine in conditions of globalization are developed, and also the strategy of state policy in the field of innovative development of a society is proved. As base political determinants of innovative development are determined: political system, ideology, culture, property, level of social differentiation of a society, competition and conflicts. It is shown, that the political determinants of innovative development of the state can stay in simultaneously in two functional condition: as object and subject of influence. The new methodological approaches to an estimation of a condition of development and introduction innovation of technologies in Ukraine from a position them determinants by social factors are offered. The scientific bases of an estimation of innovative strategy are developed, they are based on political, cultural and ideological definitions of social indicators and take into account subjective factors of innovative development. On the basis of the developed model a base political determinant are offered methodological approach to definition of directions and strategy of innovative development of Ukraine. It is proved at an empirical level, that actual problems of innovative development, which are determined by political factors, are: infringements of balance in political system, excessive stratifications of the population behind a level of incomes, crisis of ideology, low political culture. It is proved strategic directions of improvement of a state policy of maintenance of innovative development of Ukraine which are based on management of political determinants. The basic factors of system innovative development are interconnected not only to development of nation-wide strategy and tactics of innovative transformations, creation of legislative base for their maintenance, organization and control by their introduction in life, but also with modernization of all political system. Creation effective institutional conditions which provide formation and functioning of state authority and modern model of the state is the base precondition due to which it is possible to reach a social consensus in questions of structural transformations in policy and economy. Only political transformations can replace total parameters with parameters of quality of a life, an index of social development, a condition of an environment, a technological level of production. |
