Статья посвящена научно-теоретическому обоснованию термина «фрагментация власти», вводимого автором для исследования процессов революции и Гражданской войны на пространстве бывшей Российской империи. Автор доказывает смысловую ограниченность широко употребляемого доныне термина «двоевластие», выявляет четыре фундаментальных отличия концепта «фрагментация власти» от «двоевластия». В частности, в статье досказывается, что за пределами научного действия термина «двоевластие» фактически остался третий весомый центр концентрации власти – Ставка Верховного Главнокомандующего и ее органы на местах. Стаття присвячена науково-теоретичному обґрунтуванню терміну «фрагментація влади», запропонованого автором для дослідження процесів революції і Громадянської війни на просторі колишньої Російської імперії. Автор доводить змістовну обмеженість терміну «двовладдя», який досі широко використовується, виявляє чотири фундаментальні відмінності концепту «фрагментації влади» від «двовладдя». Зокрема, у статті доказується, що поза межею наукової дії терміну «двовладдя» фактично залишився третій вагомий центр концентрації влади – Ставка Верховного Головнокомандувача та її органи на місцях. The article is devoted the scientific theoretical ground of term «fragmentation of power», entered an author for research of processes of revolution and Civil war on space of the former Russian empire. An author proves semantic narrow-mindedness of the term widely used to this day «diarchy», exposes four fundamental differences from term «diarchy». In particular, in the article finished telling, that outside the scientific action of term «diarchy» actually there is the third ponderable center of concentration of power is Rate of Supreme Commander-in-chief and its organs on places. Term «fragmentation of power» is first entered in a scientific turn within the framework of offered the author of institucional approach. Theoretical subsoil of institucional approach was become by the theory of ideal types of the prominent German sociologist and historian M. Veber, political istoriko-politologichna theory of elites, scientific labours of prominent soviet historians, – G.Z. Ioffe, A.Ya. Avrekh, N.P. Eroshkin of tia some other. Іnstitucional approach must organically complement dominant to this day in scientific literature historical-event approach. Institucional approach consists in that a look to the social and political process is inplane not «from» (as in the historical-event measuring) outside, and, vice versa, «from within». In obedience to this approach, research attention applies foremost on subsoil and on organization of administrative mechanisms, internal logic of acceptance both key and, on the face of it, secondrate decisions, tracing of consequences of these decisions, in the nearest and remote historical prospect. The system of organization of power, accentuation of certain valued orientiriv, character of co-operation, between leading organs acquire the value of major (and sometimes decision) factor of social and political process. Important advantage offered approach is that he allows expressly to realize the «central nerve» of epoch, trace the change of socialideological dominants, transformation of management methods. |
