Сучасна житлова іпотека в Україні зараз іспитує гостру недостачу фінансових ресурсів для її ефективної практичної реалізації. Для того, щоб поліпшити забезпечення громадян України власним житлом, необхідно постійно удосконалювати механізм іпотечного кредитування купівлі житла, у тому числі і з фінансовою допомогою держави. В статті перелічені сучасні державні (пільгові) іпотечні житлові програми України, проаналізовані джерела їх фінансового забезпечення, визначені недоліки їх фінансування. В статті визначені шляхи удосконалення джерел фінансування державних іпотечних житлових програм України. Современная жилищная ипотека на Украине сейчас испытывает острую недостачу финансовых ресурсов для ее эффективной практической реализации. Для того, чтобы улучшить обеспечение граждан Украины собственным жильем, необходимо постоянно совершенствовать механизм ипотечного кредитования покупки жилья, в том числе и с финансовой помощью государства. В статье перечислены современные государственные (льготные) ипотечные жилищные программы Украины, проанализированы источники их финансового обеспечения, определены недостатки их финансирования. В статье сформулированы пути совершенствования источников финансирования государственных ипотечных жилищных программ Украины. Important direction of improvement of social position of population of Ukraine is providing his own accommodation, including by means of the government mortgage housing programs. A modern housing mortgage in Ukraine now tests the sharp shortage of financial resources for her effective practical realization. Therefore the problem of perfection of sourcings in the country of state housing mortgage requires an effective complex theoretical and practical decision. The last calculations showed that for the purchase of own accommodation the simple citizen of Ukraine needs 160. Thus in the countries of Europe such indicator corresponds only to 20-40. In an order to change the state of businesses in relation to providing of citizens of Ukraine by an own accommodation, it is necessary at the level of the state to do many reorganizations in the field of building, housing and communal services, and also constantly to perfect the mechanism of the mortgage crediting of purchase of accommodation, including with the financial help of the state. The aim of the article consists in the analysis of the modern state of the financial providing of realization of the government programs of housing mortgage on Ukraine, in an exposure in this sphere of defects, in development of ways of further perfection of financing of state housing mortgage. The modern government (favourable) mortgage housing programs of Ukraine are enumerated in the article, the sources of the financial providing of their realization are analysed, the lacks of their financing are certain. The ways of perfection of sourcings of the government mortgage housing programs of Ukraine are set forth in the article. |
