У статті представлено окремі проблемні аспекти науково-методичного забезпечення професійно-технічної освіти, наведено статистичні дані, які характеризують її якість в сучасних умовах. Узагальнено пріоритетні напрями її подальшої модернізації, а також запропоновано шляхи розвитку науково-методичного забезпечення професійно-технічної освіти з урахуванням досвіду діяльності Інституту професійно-технічної освіти НАПН України.
В статье представлены отдельные проблемные аспекты научно-методического обеспечения профессионально-технического образования , приведены статистические данные, характеризующие ее качество в современных условиях. Обзор приоритетные направления ее дальнейшей модернизации, а также предложены пути развития научно-методического обеспечения профессионально-технического образования с учетом опыта деятельности Института профессионально-технического образования АПН Украины. This paper presents some problematic aspects of scientific methods of vocational education are statistics that characterize the quality of current conditions. Summarizes the priority directions of its further modernization and the ways of scientific methods of vocational education based on the experience of the Institute of Vocational Education NAPS Ukraine. Provision of advanced development of vocational education to meet the needs of the Ukrainian economy for skilled workers, better matching the level and quality of qualifications and competency requirements of employers, it is possible in the first place, by making the legal framework in the field of vocational education in line to problems of development in a dynamic social and economic changes. Secondly, the importance of gradual decentralization of the management of vocational education, the implementation of state and public administration in order to enhance the role and responsibility of social partners, businesses and local authorities for compliance volumes, trends and quality requirements of the skilled workers the economy. Thirdly, there must be relationship education market and the labor market through the development and implementation of a common methodology for monitoring the labor market and the formation of the basis of the state order for training of skilled workers in vocational schools, and creating together with employers on the basis of state vocational schools specialized training centers for skilled workers industrial professions using the dual training system. Also important to achieve a new quality and effectiveness of vocational education through the development and implementation of new mechanisms for accreditation of state educational standards of vocational training by employers and radical renewal of scientific and methodological support and maintenance of vocational education, overcoming the isolation of teaching science real needs of modern society, enhancing its role in the design, examination of educational innovation. As a result of a comprehensive analysis of the development of vocational education at present possible to determine the priority directions of its further modernization , which provide for the needs of the labor market, the formation of an optimal network of schools , a system of quality assurance of vocational education, diversification of funding by delegating more powers to regional education authorities, the introduction of multi-level system of financing, decentralization of management of vocational education and ensuring its high quality new human resources, upgrade the existing legal framework in the field of vocational education, PSAs prestige of working professionals. But an exceptional role in the renewal of scientific and methodological support belongs to stimulate the development of experimental research and implementation of educational and production process technology innovation and international experience. |
