The study is dedicated to researching the origin of the budget deficit its increase and decrease depending on the economy development. The budget is considered as the main mechanism of the financial resources distribution and redistribution between the fields of economy and the regions. In terms of the transitive period, the Gross National Product formation and distribution, as well as the budget and its deficit formation and usage, has considerable peculiar features and regularities. The factors and reasons of the budget deficit as the exponent of the unbalanced economy are covered in the study. The relationship of the budget deficit and macro- and microeconomic exponents and its influence on the formation of the financial policy of the country are proved. The system of the exponents to estimate the budget deficit level has been designed. The ways how to overcome the budget deficit have been suggested. These are the methods of incomes, expenditures and the regulation of state and local budgets; the methods of the taxation policy; systemic exponents analysis considered the budget planning; the management and simulation of the budget deficit. The necessity of determining the standards of deduction from the state taxes into the local budget depending on the region economic development has been suggested. У дисертаційній роботі досліджено економічну природу дефіциту бюджету, тенденції його розвитку та взаємозв’язок із загальними макро- і мікроекономічними показниками економіки країни. Обгрунтовані основні чинники виникнення і джерела фінансування дефіциту бюджету як показника незбалансованості доходів і видатків в умовах перехідної економіки. Запропоновано систему показників оцінки рівня бюджетного дефіциту та обгрунтовано шляхи удосконалення методів регулювання доходів, видатків та дефіциту державного і місцевих бюджетів; податкової політики. Досліджено необхідність впровадження системного аналізу показників у плануванні бюджету і його дефіциту, ролі прогнозів в управлінні дефіцитом бюджету і його моделювання. Обгрунтовано необхідність затвердження стабільних нормативів відрахувань від загальнодержавних податків у бюджети регіонів залежно від рівня їх економічного розвитку. |
