Здійснено аналіз європейської практики організації діяльності у межах містообслуговуючих галузей у ринкових умовах. Показано відмінності у підходах щодо надання публічних послуг комунальними підприємствами та залученням до цього процесу незалежних організацій. Співвіднесено існуючі за кордоном підходи щодо організації обслуговування органами самоврядування жителів міст та бізнес-сектору із можливістю їх застосування в умовах України. The analysis of European practice of organization of activity within the framework cityservice industries in market environment is carried out in the article. The differences of approaches to providing public services by public utility enterprises and the independent organizations involvement to this process are shown. On the basis these differences the advantages and disadvantages of organization of process of public services providing in terms competition that means allowing to these activities not only institution affiliated to the local government, but also independent companies are presented. The existing foreign approaches to the organization of service providing of cities self-government to their citizens and the local business are evaluated in terms of their possibility of application in the Ukrainian conditions. The main directions of the best European practices of stakeholders services by the local selfgovernment implementation in the domestic circumstances are grounded, the examples of such Ukrainian cities experiences in this sphere are presented, main barriers which do not allow to enforce this process to considerable scales are defined. |
