Осмислено теоретико-методологічний аспект освіти як чинника державотвірних змін. Проаналізовано форми соціального вияву освіти: як складової, чинника та результату політичних змін. На підставі здійсненого аналізу методологічних підходів до вивчення політичних змін, а також до освіти як цілісної соціальної системи розкрито суть освіти як суспільного інституту. Розглянуто цілі та завдання освітньої модернізації залежно від динаміки політичного життя. Досліджено соціально-політичний контекст функціонування та розвитку освітньої політики. Виявлено та проаналізовано організаційно-правові й управлінські проблеми розвитку освітньої політики України. Обгрунтовано твердження, що створення демократичної, соціальної, правової держави є найважливішим чинником формування та реалізації сучасної освітньої політики в Україні. Визначено головні, найбільш перспективні напрямки підвищення ефективності освітньої діяльності. Запропоновано практичні рекомендації щодо можливості використання історичного досвіду для комплексного реформування освітньої галузі.
The thesis is devoted the comprehension of the methodological research of education as a factor of state`s changes. The forms of social display of education are analysed: as a constituent, to the factor and result of political changes. On the basis of realizable analysis of the methodological going near a study, from one side, public changes, from other – to education as integral frame of society essence of education is exposed as a public institute. Aims and tasks of educational modernization are considered in dependence with the dynamics of public life. The author suggested a scientific approach according to the creation of modern social values is a process connected with implementation of civil knowledge into interbranch system of civil education. Probed political context of functioning and development of educational policy. Found out and analysed the organizational-legal and administrative problems of development of educational policy of Ukraine. Grounded assertion that creation of the democratic, social, legal state comes forward the major factor of forming and realization of modern educational policy in Ukraine. The author analyzed the actual state of the efficiency of the national educational potential and by means of the system method determines internal and external effectiveness, the criteria of efficiency, effectuality and productivity. Practical recommendations concerning the opportunity of use of historical experience in conditions of reforming of system of public administration of education are offered. The results of research can be used in teaching activity. |
