У статті розглядаються питання компетентнісного підходу як основи модернізації вищої освіти. Зазначається, що вимоги до встановлених рівнів кваліфікації використовують органи влади; установи, організації, що реалізують державну політику у сфері освіти, зайнятості та соціально-трудових відносин; навчальні заклади; роботодавці; інші юридичні й фізичні особи з метою розроблення, ідентифікації, співвіднесення, визнання, планування та розвитку кваліфікацій. Викладено думки респондентів стосовно вичерпності вимог до комунікації Національної рамки кваліфікацій стосовно підготовки докторів філософії, а також мовного аспекту та мовленнєвого регулювання вищої освіти. (The article deals with the competency approach as a basis modernization of higher education. Competence interpreted as knowledge, awareness, authority, ability of the individual to perceive and respond to social needs, set of values, attitudes, knowledge and skills. The transition to a competency based approach conditioned by the introduction of European standards and principles of quality assurance with the requirements of the labor market to the competencies of experts; ensure harmonization of legislation in the field of higher education and social and labor relations; promotion of national and international recognition of qualifications acquired in Ukraine; establishing effective interaction of education services sphere and labor markets. It is noted that the requirements for the qualification levels are used by the authorities; institutions, organizations that implement public policies in the education sector, sphere of employment and social and labor relations; educational institutions; employers; other individuals and businesses to elaborate, identify, match, recognize, plan and develop the qualifications. The Educational qualification levels correspond to levels of the National Qualifications Framework. A special feature is the qualification requirements for training of specialists and masters in 7 level of qualification that is not positive motivation for students for obtaining a Master’s degree. Other countries had faced with this problem before. A survey identified the opinion of respondents regarding communication requirements of The National Qualifications Framework concerning training of PhD. Established that requirements for the degree of obtained competencies for 8 level should be greater, including the study of foreign languages and participation in the international conferences and acquiring of practical skills for working with documents as this will increase the level of knowledge exchange and research opportunities. It is appropriate to promote additional requirements on strengthening and improving the possession of native and foreign languages to the 8 level. Formulating the requirements for necessary level of competencies during the preparation of PhD is not enough to mention language aspect and communicative regulation of higher education.) |
