The article is concerned with modern rhetoric and the laws of its development at higher educational establishments in Ukraine and abroad. It is based on the results of the in-depth analysis of the major trends in developing the modern rhetoric science at higher educational institutions in our country and the most remarkable achievements as far as the perspective, long-term ways of solving the current pressing problems in the mentioned field of studies are concerned. Among the identified laws of developing modern rhetoric there are those that contribute to the integration of the national system of education into the global one, and that are closely connected with the conceptual principles and the main trends in developing higher education in Ukraine at the beginning of the 21st century. The European integration factor helps to reveal some important components of its influence on studying rhetoric (general rhetoric and the professionally oriented one), and rhetoric disciplines (e.g.: Rhetoric, General Rhetoric and Judicial Rhetoric, Oratory, Academic Rhetoric, etc.) in the system of modern higher humanities education. There is also an opportunity to join the study of the best achievements of the leading experts in the mentioned field of human knowledge and effort, maintaining the peculiarity of the national rhetoric traditions in teaching rhetoric and carrying out rhetoric investigations. The author touches upon the experience of organizing a round table on Rhetoric in Higher Education: National Traditions, International Experience, and the European Guidelines held at the Institute of Higher Education subordinated to the National Academy of Pedagogical Sciences of Ukraine within the 23rd International Conference called Language and Culture named after Professor Sergey Burago (Kyiv, June 23–26, 2014). The discussions in which Ukrainian and foreign scientists took part were dedicated to studying the recent experience and progressive innovative trends in the rhetoric realm of higher education in Ukraine and abroad, and the main objective of preserving the best achievements of the classical national rhetoric heritage. Thus, the idea of creating a Ukrainian rhetoric association is quite natural. It will help to unite the efforts of all Ukrainian orators, as well as all researchers and teachers who are interested in rhetoric and other rhetoric disciplines in our country. We hope that the Israel colleagues will get interested in the above mentioned issues. We are going to conduct a further study of the rhetoric science at higher educational institutions in Ukraine as it is a new topical scientific issue and the main incentive to improve the quality of rhetoric education of future representatives of the national elite. The materials have been prepared for taking part in the 5th Open International Scientific Forum called Modern Trends in Pedagogical Education and Science in Ukraine and Israel: The Way to Integration (Odesa, 6th November, 2014). У статті виявлено низку закономірностей розвитку сучасного риторикознавства у вищій школі України і світу. В її основу покладено результати поглибленого аналізу головних тенденцій розвитку вищої риторичної освіти у нашій державі та оптимальні пропозиції щодо перспективних шляхів вирішення актуальних завдань у визначеній галузі знань. Серед виявлених закономірностей є й ті, що зумовлюють інтеграцію вітчизняної освіти до світової освітньої системи та пов'язані з концептуальними засадами і напрямами розвитку вищої освіти в Україні початку ХХІ ст. Євроінтеграційний чинник дозволяє виявити деякі важливі компоненти щодо його впливу на вивчення риторики (загальної та професійно зорієнтованої) та риторикознавчих дисциплін ("Риторика", "Риторика загальна та судова", "Ораторське мистецтво", "Академічна риторика" тощо) у системі сучасної вищої гуманітарної освіти. Серед них і можливість долучитися до вивчення кращих здобутків провідних фахівців у цій царині знань і старань людства, зберігаючи при цьому своєрідність національних риторичних традицій у викладанні риторики й здійсненні риторикознавчих досліджень. Авторка спирається на досвід ініційованого нею круглого столу "Риторика у вищій освіті: вітчизняні традиції, світовий досвід та європейські орієнтири", проведеного в Інституті вищої освіти НАПН України у рамках ХХІІІ Міжнародної конференції "Мова і культура" імені професора Сергія Бураго (Київ, 23–26 червня 2014 р.). Обговорення за участі українських і зарубіжних науковців пройшло на засадах вивчення досвіду й передових інноваційних тенденцій у риторичній царині вищої освіти України і світу та за неодмінного збереження кращих надбань класичної національної риторичної спадщини. Тож, закономірною також постає й ідея створення Української риторичної асоціації як назрілий заклик до об'єднання зусиль вітчизняних риторів – усіх зацікавлених дослідників і викладачів загальної та професійно зорієнтованої риторики й інших риторикознавчих дисциплін у нашій державі. Сподіваємося на інтерес до означеної проблематики з боку ізраїльських колег і готуємо подальше обґрунтування риторикознавства у вищій школі України як новітньої перспективної наукової проблеми та домінантної основи оновлення якості риторичної освіти майбутніх представників національної еліти.
