Изложено видение материальных основ формирования и последовательного развития отношений между людьми, корпорациями и государствами, возникающих по поводу усилий, прикладываемых ими для освоения богатств Мирового океана. Цель — придание им материальных форм, способных удовлетворять непрерывно растущие потребности человечества в продуктах питания, сырье, энергии. Приведены аргументы в пользу гипотезы относительно принадлежности Мирового океана к системе факторов, а ресурсов, которыми он располагает, — к предметам труда и, следовательно, к производительным силам современного общества. Систематизированы объективные причины, обусловливающие повышение роли экономики моря в планетарном масштабе=The point of view on the material bases of formation and development of successive relations among people, corporations and states in connection with their efforts to develop the World ocean resources is stated. The aim is to give them material forms able to meet continuously growing humanity needs of food, raw materials and energy. The roles played by a man in the process of economic activities, i.e. an employee of the governmental bodies, producer, manager, investor, businessman, consumer of goods are shown. The arguments in favor of the hypothesis that the World Ocean belongs to the system of factors and its resources — to the subjects of labor and, consequently, to the productive forces of modern society are set out. Objective reasons causing the increase of maritime economy importance on a planetary scale are systematized.
