Чому стрес. викликаний масовими протестами i зовнiшньою загрозою призвiв до швидких i системних реформ у Грузiї, але не в Українi? Аналiзуючи показники «системної уразливості» (небезпеку масових протестiв, зовнiшню загрозу i брак природних ресурсiв) i ефективнiсть урядування в обох країнах, ми робимо висновок, шо початковий ycnix реформ у Грузiї був зумовлений рiшучими дiями керiвництва країни. Натомiсть вiдсутнiсть глибокого оновлення елiт в Українi залишає головний мотив їхньої поведiнки (отримання ренти) без змiн. У недомодернiзованiй країнi рентоорiєнтованi елiти втрачають iнiцiативу у закiнченнi реформ, яка змiщується у бiк Заходу i громадських активiстiв. Реформування країни у такому разi знову опиняється пiд за грозою. (Why has the stress induced Ьу mass protests and extreme geopolitical insecurity led to rapid and systematic refarms in Georgia. but nat in Ukraine? Analyzing the camponents of "systemic vulneraЬility" (among them the threat of massive unrest, external threats, and resource constraints). in addition to the effectiveness of the government in both countries, we conclude that the initial success of reforms in Georgia сап Ье attributed to the decisive actions of the government, whereas the lack of а deep renewal of the political elites in Ukraine has kept the major motiveof their behavior (i.e. rent-seeking) unchanged. Могеоvег, in the insufficiently modernized Ukrainian state, the rent-seeking elites feel have по interest in completing the reform process, which was taken оvег Ьу the West and civic activists. The success of the reforms in Ukraine is therefore under threat.)
