The paper finds that in order to achieve the strategic goals and objectives of government policy to strengthen the economic security of small business in Ukraine it is necessary to create its complete institutional framework. A generalization is made that the appropriateness of activities in this direction is proven by the fact that the infrastructure of not only economic security but also business support in Ukraine is inadequate and far below that of the developed countries of the world, the domestic legislation does not provide the right incentives for creating and developing a set of business security institutions, leaving them only for the regions and cities that are properly funded. Therefore, the domestic network of business support institutions is under threat of destruction (is not a case of the number of support institutions but their capabilities). The grounds are given to the ways and means of improving the institutional basis of economic security systems of business in Ukraine, which will increase the level of consistency and complexity of the institutional environment of economic security for business, and it is proved the need to define a conceptual approach to the construction process of its structural development on such targeted steps as: informational and making strategic decisions, motivational. Informational phase includes increased monitoring of economic security of entrepreneur-ship, and the development of information and analytical institutions of security, study of qualitative characteristics of the business environment. Stage of strategic decision taking is designed to introduce strategic programming, improvement of the legal framework to strengthen the economic security of entrepreneurship, improving the regulatory principles and tax policy. The purpose of getting the motivational stage is to strengthen the motivation of local governments, increase powers of associative and social enterprise organizations, the development of industry, territorial networks of insurance, guarantee funds, credit cooperation, innovation and technology centers for technology transfer and innovation to strengthen the economic security of the components business. It is proved that an important aspect of improving the institutional environment of economic security of business in Ukraine (aimed primarily at the resumption of innovative investment activity and scientific and technological potential, cooperative relations within the economy) is to promote the creation and development of technical and introducing special economic zones (related to scientific and industrial innovation and jobs), trade and industrial zones (to form processing plants, assembly plants, creating designs and patterns of innovative products, new production technologies, oriented to the use of regional or local competitive advantages), implementation of planning and stimulating development of quality systems management of industrial enterprises, geographically specialized production systems (clusters), increase their competitiveness, education, based on the association of business networks. Доведено, що з метою досягнення стратегічної мети та завдань державної політики зміцнення економічної безпеки малого підприємництва в Україні має бути сформовано її повноцінну інституціональну базу. Зроблено узагальнення, що доцільність заходів у цьому напрямі підтверджується тим, що інфраструктура не лише економічної безпеки, але й підтримки підприємництва в Україні є недостатньою та значно поступається розвиненим країнам світу, вітчизняне законодавство не передбачає належних стимулів створення і розвитку сукупності інституцій безпеки підприємництва, залишаючи їх лише для регіонів та міст, які володіють належними фінансовими засобами та які бажають добровільно працювати у цьому напрямі. Тому вітчизняна мережа інституцій підтримки підприємництва перебуває під загрозою руйнування (йдеться не про кількість інституцій підтримки, а їх можливості). Визначено невід’ємні компоненти інституціонального забезпечення економічної безпеки підприємництва - норми, правила та інститути, сукупність яких забезпечує координацію і організацію функцій гарантування безпеки. Виявлено недоліки існуючих в Україні засобів нормативно-методичного та інституційного забезпечення державного регулювання підприємництва. Обґрунтовано напрями розбудови інституціонального базису ефективного вирішення стратегічних завдань формування і розвитку в Україні системи безпеки малого підприємництва. Визначено пріоритети удосконалення інституціонального базису економічної безпеки малого підприємництва в Україні за напрямами: інформаційний; прийняття стратегічних рішень; мотиваційний. |
