Досліджено основні підходи щодо складу компонентів економіки знань та визначено ті, які доцільно враховувати при оцінці її стану: економічні стимули та інституційний режим, освіта і навчання, НДДКР та інновації, інформаційно-комунікаційні технології, людський розвиток. Зроблено порівняльний аналіз показників оцінки економіки знань – індекс економіки знань, який запропонований Світовим банком у програмі «Методологія оцінки знань»; індекс суспільства знань, який запропоновано у Методиці визначення місця країни в розвитку суспільства знань, що розроблена Департаментом економічного і соціального розвитку Секретаріату ООН; глобальний індекс економіки знань, що розроблено для оцінки готовності країни до становлення економіки, заснованої на знаннях, відповідно до Методики, що запропонована Європейською Економічною Комісією Організації Об'єднаних Націй. Встановлені особливості їх розрахунку, переваги та недоліки. Запропоновано при оцінці стану економіки знань враховувати інші міжнародні коефіцієнти крім спеціальних, основними серед яких є індекси розвитку інноваційної системи, зведені ІКТ-індекси, індекс глобальної конкурентоспроможності, індекс людського розвитку, глобальний індекс талантів, індекс цитування наукових статей та інші. Розрахунок цих індексів дозволить доповнити аналіз та допоможе розгорнуто встановити шляхи до досягнення економікою країни стану економіки знань, слабкі та сильні сторони в політиці її формування, соціальні та економічні орієнтири при розробці довгострокових стратегій на макрорівні. Обґрунтовано значення кожного індексу щодо оцінки загального стану економіки знань. The main approaches toward the constitution of the components of economical knowledge were explored and identified those which should be considered while assessing its condition: economical incentives and institutional regime, education and studying, research and innovation, information and communication technology, human development. The comparative analys of indicators that measures economical knowledges was made – the knowledge economy index, which is proposed by the World Bank in the program «methodology of knowledge appraisal»; Index of society knowledges that was developed in the method of determining the location of the country in the development of the society knowledge, developed by the Department of Economical and Societal evolution of the UN Secretariat; The global economical knowledge index that was created to assess the country's readyness to become economy, which is based on knowledge, according to the methodology proposed by European Economic Commission of United Nations. Particular qualities of its evolution, advantages and disadvantagesvwere established. It was proposed to consider other international coefficients except peculiar while assessing the state of economical knowledges, major of them are indexes of development of innovation system, built ICT indices, the index of global competitiveness, human development index, global talent index, index of citing scientific articles and others. The calculation of these indices will help to supply the analys and will help to set expandedly the ways to achieve economy of the economical knowledge, strengths and weaknesses, social and economic targets in developing long-term strategies at the macro level. Set the value of each index in assess to the general state of knowledge economy. |
