У статті висвітлено заходи Київської міської думи, спрямовані на реалізацію соціальних потреб громади. На основі архівних джерел та відомчих матеріалів, а також застосовуючи порівняльний аналіз, вивчено основні напрями її діяльності. З’ясовано, що для поліпшення умов життя киян дума широко займалася міськими комунікаціями, засновувала мережу концесійних підприємств загальнокорисного значення (водогін, каналізація, трамвай), створювала муніципальну медичну службу. Зауважено, що самоврядування міст у Російській імперії не мало соціально спрямованої законодавчої бази, на відміну від західноєвропейських муніципалітетів. Зазначено, що міська влада забезпечувала доступність початкової й професійної освіти для всіх верств населення. The report examines the achievement of the Kyiv city council, designed to realization the social needs of the city community. On the basis of archival sources and printed materials of council there were studied the basic measures of activity in this area. It was found that for improvement the living conditions of citizens, Kyiv council first widely founded universally useful value city enterprises (water supply system, sewerage, tram) and was creating municipal medical service. There were noted that the governments of cities in the Russian Empire had not socially oriented laws, unlike the West-European municipalities. It is paid attention that city governments were ensuring primary and vocational education all segments of the citizens. In a period of modernization, city community was the key to the formation of “cultural human” (according to M. Weber) and would be developing self-sufficient. It is underlined that improvement of city was achieved with modern building trends comfortable living in the city. For social security the Kyiv city council regulated the prices on bread. |
