У статті розкрито основні питання умов забезпечення фінансової спроможності об’єднаних територіальних громад (ОТГ) в Україні. Автор акцентує увагу на аналізі динаміки обсягів бюджетних ресурсів ОТГ, формуванні нових міжбюджетні відносини з державним бюджетом у процесі децентралізації. Характеризуючи виконання органами місцевого самоврядування об’єднаних територіальних громад нових повноважень, визначено основні проблеми їх виконання. Результатом дослідження є визначення напрямів удосконалення управління фінансовими ресурсами ОТГ задля забезпечення її фінансової спроможності. (The article deals with the main issues concerning the conditions for ensuring the fi nancial capacity of the united territorial communities (UTCs) in Ukraine. The author focuses on the analysis of the UTCs’ budget resources volumes dynamics and the development of new interbudgetary fi scal relations with the state budget in the context of decentralization. While characterizing the new powers of local UTC’s government bodies, the main problems of their implementation have been identifi ed. The based on the above specifi ed observations the author of the research has elaborated the directions for improving the management of the UTC’s fi nancial resources in order to ensure their fi nancial capacity.) |
