Надано оцінку сучасних тенденцій зайнятості та оплати праці в Україні. Виявлено низький рівень розвитку партнерських стосунків у цій сфері. Доведено необхідність поширення інноваційних форм зайнятості та кращих практик взаємодії соціальних партнерів.
This publication sets out key trends in the current Ukrainian labour market and wages levels. Furthermore, as a result of the given investigation it shows that there are more problems than just the number of jobs, or lack of them, it highlights interrelated issues as to the quality of employment in terms of the sectored distribution of the economically active population (EAP) with data including university graduates. The share of Ukrainian university graduates engaged in the sphere of commerce, repair services and other activities that generally do not require a university degree is high. Yet the high educational level of employees does not increase productivity. We compared productivity and wages differentials and found out that productivity differentials in transportation, warehousing and postal activities are twice higher than the earnings differentials of workers (they also make more than a double relative to the Ukrainian average). In other activities the ratio is significantly worse. At the same time, contract regulation of earnings differentiation is ineffective. On average, the ratio of income at the tenth decile point compared to the first decile group at the enterprises of Ukraine exceeded the level of 10:1. We identified that the employment and wages issues turned out to be even more complicated due to the fact that the practice of formal representation of social partners’ interests is still preserved in Ukraine. Дана оценка современных тенденций занятости и оплаты труда в Украине. Установлен низкий уровень развития партнерских отношений в этой сфере. Доказана необходимость расширения инновационных форм занятости и лучших практик взаимодействия социальных партнеров. |
