Визначено рівні, джерела та суб’єкти фінансування соціальної політики в умовах ринку. Досліджено особливості її фінансування в Україні у контексті європейських стандартів. Визначено основні структурні та динамічні зрушення у системі фінансування національної соціальної політики як передумови її реформування.
The purpose of the article is to study characteristics and structural changes in the financing of the social policy in Ukraine as a precondition for further reforms. Originality of the study is to determine levels, sources and subjects of social policy, identifying key structural and dynamic changes in the system of the national social policy financing. The practical value of the results is embodied in obtaining the reliable analytical data on patterns of financing the social policy in Ukraine for further reforms. The study found that the financing of the social policies is carried out on centralized and decentralized levels. The most significant source of financing for social policy in Ukraine is the state budget, the share of which social spending is over 60 % and 20 % of total spending and GDP accordingly. The extremely important source of financing the joint ventures is the system of mandatory state social insurance, which own social spending is about 7 % of GDP. The consolidated state budget, which appropriate charges are more than 3 % of GDP also is attached to the financing of social services and benefits in the social insurance system. The actual primary subjects of the financing of the social policy at the central level are the business entities and people, such as tax revenues and social security contribution sare dominated in the structure of the state budget and the funds. It points to the need for the public control over the use of the funds. Charity as a source of financing social policy in Ukraine is very limited (only about 9 % of the population is attached to the respective contributions). Employers, as the subjects of the financing the social policy in Ukraine, at tachedona sufficient level only to the implementation of the basic (mandatory) component of the social package, showing low voluntary social responsibility. In today’s conditions the households are the significant subjects of financing the social policy at the micro level. Prospects for further scientific studies are to justify the ways of reforming the system of financing the social policy in Ukraine based on the identified regularities and trends. Определенны уровни, источники и субъекты финансирования социальной политики в условиях рынка. Исследованы особенности ее финансирования в Украине в контексте европейских стандартов. Определенны основные структурные и динамические сдвиги в системе финансирования национальной социальной политики как предпосылки ее реформирования. |
