In the article the authors outline the current state of philosophic research of the geopolitical informational confrontation. The authors found out the essence of the geopolitical informational confrontation, which lies in the formation of the public awareness in the context of strategic aims of the states, caused by the tasks of defensive/aggressive policy. Geopolitical informational confrontation has two types of the informational fight: informational and technical ones as well as informational and psychological ones and both of them take place on strategic, operative and tactical levels. In the course of the geopolitical informational confrontation the states use the informational and psychological weapons, including conceptual and methodological, chronological (historical), factual, linguistic ones, with the aim to protect or to destroy the matrices of consciousness of the political elite and the general public. It has been shown that under current conditions the practice of special informational operations against the state becomes commonplace, which allows the active side to realize the scenarios of the «controlled chaos», formally remaining aloof from the events. Accordingly, the search for adequate answers to the questions concerning the adequate response to the threats to the informational security provide the knowledge and understanding of the main tendencies of modern society development, machinery and the archetypes of the informational war, mechanisms of informational security enforcement. The course of social changes in Ukraine during the last years demonstrated a clear dependence of processes of stabilization/destabilization from effective functioning of informational infrastructures. Accordingly, the system of informational security of Ukraine in the context of existence of the problems of «internal and external factors» should be reduced to the concept of «soft power». It has been proved that the protection of the national informational sovereignty of Ukraine under the current conditions of geopolitical informational confrontation cannot be achieved through the paradigm of parity due to the fundamental inaccessibility of such parity. It makes to apply to asymmetric measures of informational security enforcement. That is, the effective strategy of protection from informational and psychological operations in the long term can be only «the strategy of flexible response on the asymmetric basis». But implementation of such strategy requires first of all the availability of highly qualified personnel and substantial financial and material resources.
В статье рассмотрено современное состояние философских исследований и определена сущность геополитического информационного противоборства, показана роль информационного оружия в процессе ведения геополитического информационного противоборства и обеспечения информационной безопасности. |
