Стаття присвячена дослідженню організаційно-економічного механізму у системі управління господарською діяльністю закладів охорони здоров’я. У статті приділено увагу поняттю «організаційно-економічний механізм», запропоновано власне його тлумачення. Ставиться завдання визначити структуру господарського та організаційно-господарського механізмів, вивчається його складові та надається характеристика кожній. Досліджено механізм управління через взаємопов’язані принципи, методи та важелі, а також система управління. Зазначено, що ефективність функціонування закладу охорони здоров’я залежить від правильності та своєчасності застосування методів організаційно-господарського механізму. Висвітлено питання оцінки ефективності управління закладами охорони здоров’я.
The article investigates the organizational and economic mechanism in the system of economic management of health facilities. The article focuses on the concept of «organizational and economic mechanism» proposed their own interpretation of this concept as a certain set of social, institutional and economic levers affecting the company and its economic characteristics to improve competitive advantages and attractive services for consumers. The aim is to determine the structure of the economic mechanism and organizationaleconomic mechanism as part of the previous one, given the characteristics of each component: a social component, a legal component, an organizational and economic component. The mechanism of control is expressed through interconnected principles, methods and tools. We study the system of health care institution through the function of two variables: economic management mechanism and set of tools, techniques, mechanisms and processes. Indicated that the efficiency of the health institution depends on the correct and timely application of organizational and economic mechanism. It is noted that an effective system of health care institution creates conditions to achieve the objectives without causing conflicts in ethical, social, economic and psychological plane. The questions assess the effectiveness of management of health care. It is provided that the effectiveness of the management of health care is based on the usage of scientifically based and advanced management methods, completeness of information services, rational organizational structure, training of managerial staff and their ability to solve specific management problems. |
