The article presents an outlook of the local government consolidation policy within the context of decentralization of public administration. The upscaling of local governments still remains a popular practice of power reorganization in numerous countries. Scientific literature outlines three key driving forces which explain dissemination of municipal consolidation: first, the emergence of the welfare state model; second, the impact of urbanization and associated demographic processes; and third, the so-called functional revolution in local government institutions. However, mentioned theoretical perspectives are neither doubtless nor exhaustive. Therefore, the article argues that, firstly, an overview of local government consolidation as a political process might become a promising field of study. In particular, the concept of institutional isomorphism is used within the article as an example of the way of the decision-making process which might bring specific outcomes for the rationale of the local government amalgamation. Secondly, through analysis of theoretical approaches as well as social and political processes, it can be observed that the policy of consolidation of local communities is justified by the achievement of the cost effective public administration. A remarkable fact is the predominance of purposeful rational reasoning, namely, the focus exclusively on achievement of administrative and economic advantages, so-called “economies of scale”. In turn, such a way of reasoning excludes other criteria for decision making in favor of the local government consolidation. In particular, a normative approach or axiological reasoning become disregarded. In addition, from the perspective of the concept of institutional isomorphism, the article suggests that the political decision to upscale local governments may be an assimilation of previous successful practices determined only by the desire to gain additional legitimacy from external actors. Статтю присвячено розгляду політики укрупнення територіальних громад у контексті децентралізації публічної влади. Виокремлено основні чинники впливу та рушійні сили, що сприяли появі та поширенню практики укрупнення муніципалітетів як засобу реформування територіальної організації влади шляхом аналізу теоретичних підходів та суспільно-політичних процесів. |
