Democratic and civic education in Ukraine has a long history, as it dates back to the democratic revolutions that began in Europe in 1848 and called to the life emergence of a large number of educational civic organizations in Central and Eastern Europe.These civic groups and organizations voluntarily took the burden of public education of the numerous non-state nations in the region. In terms of political transformations of the nineteenth century that meant transformation by the use of education subordinate subjects of absolutist empires into citizens of national republics (democracies). In Ukraine, the organization fulfilling this activity had a name “Prosvita”. The activities of such centers of cultural and civic education prepared the emergence of the democratic Ukrainian state in 1917. However, due to the weakness of the newly formed democratic state institutions, Ukraine was unable to resist the totalitarian Bolshevik Russia. As the Soviet Union was based on the communist ideology, all citizens were given communist education directed to fostering Soviet citizens. Thus it was a well developed system of communist civic education. Important instruments for this education in Ukraine were educational institutions: kindergartens, schools, vocational schools, and universities, where the young generations received a so-called “scientific communist outlook”. Thereby from the early childhood, future citizens were educated in the spirit of loyalty to the existing political system, assured in the ultimate correctness of party ideas, with the loyal attitude towards the reality, with a complete obedience and strong faith in the communist utopia. The analysis of political processes in Ukraine confirms the corporate nature of local political and economic institutions. Namely, the participation of citizens in political processes was mainly limited to political elections, and the citizens’ attempts to influence the process of political decision-making was blocked in all governmental bodies. The events of the late 2013 – early 2014 and the subsequent course of the political history of Ukraine showed the potentials and dangers of political ignorance for both citizens and politicians. In order to avoid the risk of political destruction there is only one way: education, information, and practical application of civic knowledge and skills of every citizen in everyday life. Демократична освіта в Україні має давню історію, адже вона веде свій початок від демократичних революцій, що прокотилися Європою у 1848–1849 роках і покликали до життя численні просвітницькі громадські організації. Важливими складовими громадянської освіти в Україні до розпаду СРСР були освітні установи – дитячі садки, школи, професійно-технічні училища та ВНЗ, у яких у молоді виховували так званий науковий комуністичний світогляд. Але за роки свого існування ця радянська громадянська освіта – догматична, некритична і дводумна – глибоко травмувала суспільство. Щоб подолати її наслідки, українському суспільству доведеться торувати шлях повернення від комуністичних до загальнолюдських цінностей, від класової ненависті до «золотого правила» та моральних норм цивілізованого світу. Події кінця 2013 – початку 2014 року та подальший перебіг політичної історії України показали силу й водночас небезпеку політичного невігластва як громадян, так і політиків. Щоб уникнути небезпеки політичної руйнації, є лише один засіб – навчання: освіта, виховання, інформування і обов’язково практичне застосування знань і навичок кожним громадянином у повсякденному житті. |
