Досліджено можливості формування і особливості розвитку трудового потенціалу молоді на ринку праці України. Визначено основні тенденції і стимулюючі та дестимулюючі чинники, які впливають на можливість працевлаштування молоді та її становище на ринку праці. Запропоновано пріоритетні заходи державного регулювання молодіжної зайнятості та безробіття молоді на макро-, мезо- та мікрорівні, які обмежуватимуть безробіття молоді та сприятимуть підвищенню рівня молодіжної зайнятості.
This article is dedicated to the study of the status, problems and priorities of the development of labour potential of youth in labor market, the definition of measures of improving the quality of labor potential of young people and their competitiveness in labor market. The possibilities of formation and peculiarities of the development of labor potential of youth in the labor market of Ukraine are explored. The main tendencies and stimulating and disposing factors that influence on the employment opportunities of young people and their position on the labor market are determined. The necessity of the constant increase of personal qualities of young people, as a result of increase of their competitiveness in the labor market, the development of the mechanism for the coordinating of the imbalance between vocational education and labor market based on application of the innovative approach in the field of vocational education as the means of increasing labor market flexibility and encouraging employers to create new jobs, especially for young people who have received vocational or higher education and who are given the first job on specialty. In order to improve the efficiency of the labor market infrastructure, it is necessary to improve the interaction between the State Employment Service and private employment agencies that provide the certain types of services in the labor market: the support for job search, the employment, recruitment, the job profiling and skills assessment, the training, marketing researches of labour market, social and business services, the regulatory activity. The distribution of new services, including consulting companies, will contribute to the continuous development of the workforce, in particular the labor potential of young people, the rapid closure of vacancies, and the reduction of the length of the job search. The priority measures of state regulation of youth employment and youth unemployment at the macro, meso and micro levels are proposed, which will limit youth unemployment and promote youth employment. Исследованы возможности формирования и особенности развития трудового потенциала молодежи на рынке труда Украины. Определены основные тенденции и стимулирующие и дестимулирующие факторы, которые влияют на возможность трудоустройства молодежи и ее состояние на рынке труда. Предложены приоритетные меры государственного регулирования молодежной занятости и безработицы молодежи на макро-, мезо- и микроуровне, которые будут ограничивать без- работицу молодежи и способствовать повышению уровня молодежной занятости. |
