Дисертація присвячена створенню науково обґрунтованих рекомендацій для вдосконалення нормативно-технічного забезпечення випробувань та якості косметичних засобів. Встановлено залежність реологічних властивостей поверхнево-активних речовин у складі піномийних косметичних засобів від твердості води, що дозволяє вдосконалити рецептуру продукції для покращення її якості з точки зору споживача. Тому розроблено нормативно обґрунтований підхід до виробництва шампунів високої якості за встановленими категоріями на основі градації їх миючої ефективності при запропонованих інтервалах твердості води для збереження економічності використання. Розроблено послідовність виконання експерименту для визначення закономірностей впливу антибіотиків на розвиток мікроорганізмів у шампунях. Встановлено залежність часу знебарвлення індикатора, що спричинене ферментами життєдіяльності мікроорганізмів, від концентрації антисептичних речовин. На основі опрацьованих результатів запропоновано метод визначення кількісного вмісту антисептичних речовин, що дозволяє проводити контроль ризику виробничого забруднення. Диссертация посвящена созданию научно обоснованных рекомендаций по совершенствованию нормативно-технического обеспечения испытаний и качества косметических средств. Установлена зависимость реологических свойств поверхностно-активных веществ в составе пеномоющих косметических средств от жесткости воды, что позволяет усовершенствовать рецептуру продукции для улучшения ее качества с точки зрения потребителя. Разработаны нормативно обоснованные подходи к производству шампуней высокого качества по установленным категориям на основе градации их моющей эффективности при предложенных интервалах жесткости воды для сохранения экономичности использования. Разработана последовательность выполнения эксперимента для определения закономерностей влияния антибиотиков на развитие микроорганизмов в шампунях. Установлена зависимость времени обесцвечивания индикатора, что вызвано ферментами жизнедеятельности микроорганизмов, от концентрации дезинфицирующих веществ. На основе обработанных результатов предложен метод определения количественного содержания антисептических веществ, которой позволяет проводить контроль риска производственного загрязнения. It has been analyzed the peculiarities of the system of technical regulation of the domestic cosmetic industry and has been determined the level of harmonization of the regulatory framework with European requirements on the basis of studying the of implementation of relevant technical regulations, has been described features of the methods of testing of cosmetics and perspectives for their development. The necessity and the principles for creating a systematization of cosmetic products at the legislative level were proved. According to the analysis of the established requirements for certain types of cosmetic products, it is proved, that the planning and the development of component content of cosmetics is one of the most important factors that shapes the quality of products from the point of view of the was consumer.It has analyzed the European experience in providing the quality of cosmetics and comparative analysis of the state system of technical regulation in Ukraine and the EU conducted. It’s determined, that trends in the development of the category of "medicated cosmetics" is the defining obstacle for to the improvement of standards of domestic cosmetic industry, therefore, it’s formulated the characteristics of the unambiguous differentiation of cosmetic products and medicines for normative cancelation of the intermediate category are formulated. It has been developed the basic guidelines for the organization of domestic production in the implementation of GMP. It has been researched and systematized risks of cosmetic manufacturing optimized the approaches to its qualitative and quantitative assessment. The hardness (characteristic of the quality of water as a solvent of promina cosmetics that affects the rheological properties of surfactants in its composition) was analyzed. It’s proved that the indicator of the hardness of the water reflects the specific regional conditions of using the promina cosmetic products; however, it is not taken into account while testing its normalized quality indicators. For the experimental testing of promina cosmetics, the dependence of its abilities from the level of water hardness was infolded. It was revealed that the real hardness of the Lviv water supply system for achievement of normalized values of foam number (inherent cleaning effect) of shampoo must greatly increase its consumption, but efficiency, as a characteristic of product quality is not taken into account in the regulations. Theoretically and experimentally it’s substantiated the is possibility of improving of the component content of shampoos is zeolite-like as substances, which are able to offset the costs of surface-active substances on a chemical reaction with the ions of water hardness thus determined, the recommended maximum allowable content of this additive in products. It’s proposed the establishment of categories of quality of shampoos on the basis of the gradation of its washing effectiveness at certain ranges of water hardness for maintaining the efficiency while using. The reasons of the presence of antibiotics in cosmetic products on an industry-wide and enterprise levels for supporting its argumentation their due consideration in improving the regulatory and technical support are indicated. Experimentally determined the sequence of the experiment to determine the regularities of influence of antibiotics on the growth of microorganisms in shampoos is indicated. The dependence of the time of discoloration of the indicator that caused by enzymes of microorganisms and the concentration of antiseptic substances in shampoos and analyzed the results is proposed. The method of determining the quantitative content of antibiotics in shampoos for using on the production in the organization of risk management according to the GMP principles based on which the Technique of measurement of the safety performance of shampoos is proposed. The full compliance with the metrological characteristics of the proposed method requirements for methods of determination of antibiotic substances in medicines was installed. There is the application of qualimetric approaches to analyze the competitiveness of shampoos with improved characteristics.
