У статті здійснюється дослідження використання матеріально-фінансових стимулів в економічних діях, які шляхом штрафів (податків) за шкідливу дію та фінансових винагород (субсидій, перерозподіл податків) за бажані дії покликані сприяти спільному благу. З’ясовуються проблеми застосування економічних стимулів та ігнорування неекономічних чинників економічних дій. Доводиться необхідність і важливість моральної мотивації в реалізації спільного блага.
The article studies the usage of material and financial incentives as well as moral motivation in economic activities. Appeal to modern research on the field of behavioral economics and social ethics allows us to critically examine the concept of homo economicus, to show its illusiveness and to trace changes in the subject of modern economic theory. Special attention is given to a critical consideration of the practice of using fines and taxes for harmful effects, as well as financial rewards, subsidies and redistribution of taxes for the desired actions. It is proved that the usage of this sort of economic incentives in economic relations leads to detriment of peoples’ moral qualities, and to impingement of equality of their rights and civil values. The appeal to game theories and various practical examples allows seeing the necessity and perspective of moral motivation for the realization of the common good. The availability of moral motivation is explained by moral reasons (self-determination and personal autonomy), by physiological causes (specifics of brain activity), cultural reasons (societies with a high level of trust and solidarity). Trends in the development of modern society are associated with the development of a culture of citizenship that increases the level of solidarity in society and the degree of citizens’ responsibility for the realization of common good. |
