В статті систематизовано сучасні негативні тенденції формування та розвитку ринку праці. Надано характеристику рівня зайнятості та економічнї активності населення України з розподілом за статтю та віковими категоріями, структура зайнятості та причини безробіття. На основі проведеної оцінки встановлено, що проблемою в Україні залишається значний професійно-кваліфікаційний дисбаланс на ринку праці. Проведені дослідження довели, що основними причинами такого дисбалансу є структурні диспропорції в національній економіці, зміни статево-вікової структури населення, відсутність механізму забезпечення наступності поколінь за окремими професіями. Доведено, що оптимізація організаційно-управлінських підходів механізму регулювання ринку праці має здійснюватися на основі комплексного законодавчого, нормативно-правового, організаційного та інформаційного забезпечення шляхом взаємодії саморегулювання, державного й договірного регулювання ринку праці, реформування служби зайнятості, модернізації засад надання соціальних послуг.
The article systematizes the current negative trends in the formation and development of the labor market. The description of the level of employment and economic activity of the population of Ukraine, broken down by sex and age categories, employment structure and causes of unemployment are given. On the basis of the conducted assessment it was established that the problem in Ukraine remains a significant professional-qualification imbalance in the labor market. Studies have shown that the main causes of such an imbalance are structural disproportions in the national economy, changes in the gender-age structure of the population, the lack of a mechanism for ensuring the continuity of generations in individual professions. It is proved that optimization of organizational and managerial approaches to the mechanism of regulation of the labor market should be carried out on the basis of comprehensive legislative, regulatory, organizational and informational support through interaction of self-regulation, state and contractual regulation of the labor market, reformation of the employment service, modernization of the principles of the provision of social services. |
