Дисертація на здобуття наукового ступеня доктора економічних наук за спеціальністю 08.00.03 – економіка та управління національним господарством. – Миколаївський національний аграрний університет, Миколаїв, 2015. Дослідження присвячено науковому обґрунтуванню теоретичних і методологічних засад, практичних рекомендацій щодо формування й забезпечення конкурентоспроможного розвитку аграрного сектору національної економіки в умовах євроінтеграції та глобалізації. У дисертації досліджено вплив процесів глобалізації на розвиток національних економік, теоретичні та методологічні засади забезпечення конкурентоспроможності вітчизняного аграрного сектору та формування парадигми його конкурентоспроможного розвитку в умовах глобалізації. У роботі дано оцінку та здійснено діагностику чинників конкурентоспроможності вітчизняної аграрної продукції на національному та світовому ринках, розглянуто національну продовольчу безпеку як основний чинник зміцнення позицій України на світовому аграрному ринку. Обґрунтовано використання фіскальних інструментів й реалізацію пріоритетних інноваційно-інвестиційних напрямів конкурентоспроможного розвитку аграрного сектору, запропоновано заходи щодо удосконалення механізмів забезпечення продовольчої безпеки. Удосконалено інституційні засади підтримки аграрного сектору, зовнішньоторговельні напрями його розвитку, реалізацію національних іміджевих брендів та моделей конкурентоспроможності. В основу моделі конкурентоспроможного розвитку покладено принцип багатофункціональності сільського господарства, органічного поєднання різних за формами організації й розмірами виробників сільськогосподарської продукції та їх функціонування на засадах кластеризації і сталості. Використання моделі відбуватиметься шляхом застосування інноваційно-інвестиційної, інтеграційної, зовнішньоекономічної, продовольчої, екологічної, маркетингової, іміджевої стратегій управління. Исследование посвящено научному обоснованию теоретических и методологических основ, практических рекомендаций по формированию и обеспечению конкурентоспособного развития аграрного сектора национальной экономики в условиях евроинтеграции и глобализации. В диссертации исследованы влияние процессов глобализации на развитие национальных экономик, теоретические и методологические основы обеспечения конкурентоспособности отечественного аграрного сектора и формирование парадигмы его конкурентоспособного развития в условиях глобализации. В работе дана оценка и осуществлена диагностика факторов конкурентоспособности отечественной аграрной продукции на национальном и мировом рынках. Обеспечение национальной продовольственной безопасности рассматривается как основной фактор укрепления позиций Украины на мировом аграрном рынке. Обоснованы варианты использования фискальных инструментов и направления реализации приоритетных инновационно-инвестиционных механизмов конкурентоспособного развития аграрного сектора, предложены меры по совершенствованию процесса обеспечения продовольственной безопасности. Усовершенствованы институциональные основы поддержки аграрного сектора, внешнеторговые направления его развития, реализация национальных имиджевых брендов и моделей конкурентоспособности. В основу модели конкурентоспособного развития положен принцип многофункциональности сельского хозяйства, органического сочетания различных по формам организации и размерам производителей сельскохозяйственной продукции, функционирования их на основе кластеризации и устойчивости. Использование предложенной модели будет происходить путем применения инновационно-инвестиционной, интеграционной, внешнеэкономической, продовольственной, экологической, маркетинговой, имиджевой стратегии управления. The research is devoted to scientific substantiation of the theoretical and methodological principles and practical recommendations as to forming and ensuring competitive development of the agrarian sector of national economy under conditions of eurointegration and globalization. The dissertation studies the influence of globalization processes on the development of national economies, the theoretical principles of ensuring the competitiveness of national agrarian sector and forming the paradigm of its competitive development under conditions of globalization. Methodological approaches to creating the mechanisms of competitive development of agrarian sector of economy under conditions of globalization, as well as the indicators and principles of substantiating the strategies of its forming are considered. The factors of competitiveness of domestic agrarian products in the national and world markets are estimated and examined, national food security being considered as the basic factor of strengthening positions of Ukraine in the world market of agricultural produce. The use of fiscal instruments and the implementation of priority innovative investment projects and programs of competitive development of agrarian sector are grounded, the measures for improving the mechanisms of ensuring food security under conditions of globalization and integration processes are proposed. The institution principles of improving the system of support of agrarian sector, foreign trade priorities of its development are substantiated. The mechanism of development of agrarian sector of Ukrainian economy by means of implementation of the national image brands and models of competitiveness is offered. The paradigm of competitive development of the national agrarian sector is proposed on the principles of clusterization as a change of accents in its management from counteraction to potentially possible negative consequences of globalization processes for the society to the development and introduction of mechanisms based on high technologies, scientific discoveries, innovative instruments and intellectual capital as well, which can provide its sinergistic potential along with traditional agricultural resources. An advantageous position of the country will be the motion towards globalization process, becoming its active participant, in particular in the context of real integration of the national agrarian sector. Clusters, highly structured multivectorial organization, are considered as the basis of this process, an important form of the consolidation and complex use of available resources and possibilities under conditions of globalization and the fundamental of forming the sustainable agricultural food systems and their management. Competitive development of the agricultural sector demands a full transition to innovative type of economy focused on supporting high-tech ecological and socially oriented agricultural production. The strategic priorities are not only modernization of production technologies but also improvement of its sectoral structure, forms of organization and management. Management of competitive development of the national agricultural sector under conditions of globalization cannot be based only on the strategies for increasing the efficiency of distribution and use of resources. Improvement of the organizational forms, clasterization and agroholdingization subject to their state regulation while limiting capitalization and monopolization and increasing innovation, ecologization, sociologization are proposed to consider as a priority vector of strategic management. It is found that under conditions of financial crises it is necessary to use the non- financial instruments of attracting foreign investments, one of which is the state (national) branding. A successful brand facilitates the positive image of the country, that in general contributes greatly to raising its competitiveness in the world space, promotes entering foreign markets with the national products and services, attracting investment resources and developing tourist sphere as well. For this purpose it is proposed to create and promote the brand «European granary», «World Breadwinner», «Agrarian Ukraine», that in a long-term plan at the proper advertising and PR-management will help Ukraine to become the leading European agro- industrial state and consolidate in the world community its brand as the state which supplies with the best environmentally friendly agricultural products.The model of competitive development of agrarian sector worked out and offered in the dissertation will favor the efficiency of the formed brands. This model is based on the principle of multifunctional agriculture. According to it, agriculture as a type of economic activity produces not only commodities but also irreplaceable public weals (services) of non-commodity character, the main of which are food security, socio-economic conditions of rural population, recreation of peasantry, support of ecological balance and preservation of biodiversity as well. The model organically combines the organizations and producers of agricultural produce differed in forms and sizes and functions on principles of clusterization and sustainability. Functioning of the model is possible due to implementation of the innovative investment, integration, foreign economic, ecological, marketing, imaginary strategies of managing competitive development of the national sector in the globalized world. |
