This article deals with economic, ethical and legal nature of state loans as a main form of state credit. The aims of debt policy at the current stage are singled out. The features of state loans, advantages and disadvantages of debt financing of budget expenditures are highlighted. The consequences of government expenditures’ financing by state loans are considered.
