У статті на підставі вивчення вітчизняних і міжнародних статистичних й аналітичних джерел (Глобального індексу конкурентоспроможності, Індексу економіки знань Світового Банку) розкрито соціально-економічні детермінанти інтеграції освіти України у глобальний ринок освітніх послуг. Охарактеризовано експортні переваги вітчизняної системи вищої освіти, до яких віднесено: розгалужена система вищої освіти; привабливість для іноземних студентів з країн, що розвиваються; фундаментальність вищої освіти; достатній рівень науково-освітнього потенціалу за медичними, інженерно-технічними, фізико-математичними та правознавчими напрямами підготовки; позитивний досвід участі у міжнародних освітньо-наукових програмах Темпус, Еразмус+, Горизонт 2020 та ін.; оновлення законодавчого забезпечення розвитку вищої освіти і науки. Визначено й систематизовано ключові перешкоди позитивної динаміки інтеграції української вищої освіти до глобального ринку освітніх послуг за критеріями: політико-стратегічні, фінансові, економічні, соціальні, кваліметричні, інформаційні, навчально-методичні, нормативно-правові, організаційні.
The article analyzes socio-economic determinants of Ukraine's education integration into the global market of educational services based on the study of domestic and international statistical and analytical sources (Global Index of Competitiveness, World Bank Knowledge Economy Index). The export advantages of the national system of higher education are described, which include: an extensive system of higher education; attractiveness for foreign students from developing countries; fundamental character of higher education; sufficient level of scientific and educational potential for medical, engineering, physical, mathematical and law-making training areas; positive experience of participating in international educational programs e.g. Tempus, Erasmus +, Horizon 2020, etc.; updating of legislative support for the development of higher education and science. The key obstacles to the positive dynamics of Ukrainian higher education integration into the global market of educational services are determined and systematized according to the criteria: political-strategic, financial, economic, social, quality, informational, educational-methodical, normative-legal, organizational. |
