Обґрунтовано основні положення проблеми захисту об'єктів критичної інфраструктури в умовах гіб-ридної технології ведення війни. Наведено узагальнюючі принципи гібридної війни нового покоління. Визна-чено поняття “агресія гібридного типу”, “об'єкти критичної інфраструктури” та їх критерії, “захист критичної інфраструктури України”. Надано ступені руйнівного впливу та уразливості об'єктів критичної інфраструктури України до гібридних загроз. Представлено особливості характеру сучасних військових конфліктів, заходи щодо зниження ризиків припинення функціонування об'єктів критичної інфраструктури. Приділено увагу проблемам будівництва сил цивільного захисту.
Обоснованы основные положения проблемы защиты объектов критической инфраструктуры в условиях гибрид-ной технологии ведения войны. Приведены обобщающие принципы гибридной войны нового поколения. Определено по-нятие "агрессия гибридного типа", "объекты критической инфраструктуры" и их критерии, "защита критической инфраструктуры Украины". Предоставлены степени разрушительного воздействия и уязвимости объектов критичес-кой инфраструктуры Украины к гибридным угрозам. Представлены особенности характера современных военных конфликтов, меры по снижению рисков прекращения функционирования объектов критической инфраструктуры. Уде-лено внимание проблемам строительства сил гражданской защиты. The main provisions of the problem of protection of critical infrastructure objects in conditions of hybrid technology of warfare are substantiated. Generalized the principles of the hybrid war of the new generation. The notion of "hybrid type aggression", "critical infrastructure objects" and their criteria, "protection of Ukraine's critical infrastructure" are defined. There are two main groups of cases of damage to the functioning of critical infrastructure objects during warfare. The degrees of destructive impact and vulnerability of Ukraine's critical infrastructure facilities to hybrid threats are provided. The purpose of the system of protection of objects of critical infrastructure in conditions of hybrid warfare is determined. Features of the nature of modern military conflicts, measures to reduce the risks of stopping the operation of critical infrastructure facilities are presented. The emphasis is on the need to strengthen the territorial units of civil protection, expand their capabilities and increase initiative and autonomy in the event of timely measures to protect the population, material and cultural values, as well as to create the necessary reserves of material and financial resources to overcome humanitarian catastrophes. Attention is paid to the construction of civil defense forces. The role and place of civil protection in the provision of maximum protection of the population and critical objects in local wars, reduction of population losses and preservation of the economic potential necessary for the stable functioning of the state are determined. The prospects for further research, which include the simulation of emergency scenarios and other threats to the stable functioning of critical infrastructure objects, are outlined with the aim of defining modern methods and methods of protection from them. |
