In the article the problematic aspects of public control over the execution of the local budget. It is proved that public control is a prerequisite for the formation of active social position, which, in turn, contributes to social and economic development of regions. The basic forms of citizen participation in the budget process according to its stages. So, allocated as follows: the formation of focus groups, conduct roundtable discussions, public and public hearings, participation in meetings of local councils, establishing public oversight committees and so on. Also assessed the state of public control over the execution of the local budget. The analysis allowed to say that at present there are no sufficient preconditions for effective public budgetary control, due to a number of objective reasons. In domestic practice as a form of public control of financial control is more abstract reflection of citizen participation in addressing strategic issues of regional development than reality. In this regard, practical recommendations to improve the conduct of effective public budgetary control that will enable domestic practice to clearly communicate to local authorities and local communities about the formation and execution of local budgets. |
