One of the major problems of management of local budgets, as the financial base of local governments is a theoretical and practical study of methodological approaches to the management processes of formation, distribution and use of financial resources for the local authorities of their own functions and tasks, as well as delegated ones. To solve this problem the Cabinet approved the Concept of reforming local budgets, which establishes that the implementation plan for local budgets in the medium term should: develop a theoretical and methodological principles of program budgeting planning of local budgets in the medium term. During 2010?2012, established methodological framework for the development and execution of local budgets for program-based method, which is a tool that provides budget planning for the medium term, but the implementation of this method has a large number of problems, hence the need for further search problems with implementation program-budgeting in Ukraine. |
