The paper highlights the problematic issues of the environmental impact assessment of planned economic activity in Ukraine. It was noted that the environmental impact assessment of projects and management plans at the preformal statement of their implementation, is an effective, preventive instrument to ensure state environmental security. Gradual characteristic of environmental assessment procedures formation since its inception is given. Legislative consolidation of assessment procedures of environmental impact on the stages of its formation and today is characterized. It was established that as a result of recent changes in the environmental assessment procedure, Ukraine even more estranged from the world sample, and adopted legislation made backward steps in its development system. The main advantages of an effective environmental assessment and first-priority important strategic steps to improve the system of assessment of impacts on the environment in Ukraine were shaped. |
