The problem of assessing the effectiveness of processes in the field of human capital is formulated. It is argued that the level of salary and pension are the important basis for truthful conclusions about the extent of the phenomenon of human capital in the national system of economic relations. The method for assessing the effectiveness of the processes associated with the formation and use of human capital is proposed.This method is based on labor cost equivalent determination, its comparison with the size of salaries and pensions received by citizens. The results of application of the worked out methodology are presented. They allowed to argue that displays of the phenomenon of human capital are extremely inexpressive in Ukrainian society. To the author?s opinion it is necessary to search the principal reasons that stipulate the similar courseof events in the primitive interpretations of the problem of human capital that all are becoming firmly established in home science, in absence of possibilities for productive 418 employment of great masses economically active population, tearing away by the national economy of innovative model of development, disparity of process and profiles of preparation in establishments of higher school and vocational education to the requirements of modernity. |
