На підґрунті порівняння величини структурних частин ВВП, розрахованих на базі національній грошовій одиниці і на базі паритету купівельної спроможності валюти аргументовано висновок, що розрахунки ВВП по єдиній методиці не лише роблять зіставними показники економічного розвитку різних країн, але й одночасно приховують реальний стан справ у економіці тих країн, де офіційний обмінний курс валюти відрізняється від паритету її купівельної спроможності. Запропоновано Державній службі статистики України вести розрахунки ВВП не лише на базі національної валюти, але і на базі паритету купівельної спроможності валют і публікувати їх щорічно.
На основе сравнения величины структурных частей ВВП, рассчитанных на базе национальной денежной единицы и на базе паритета покупательной способности валюты аргументированно вывод, что расчеты ВВП по единой методике не только делают сопоставимыми показатели экономического развития различных стран, но и одновременно скрывают реальное состояние дел в экономике тех стран, где официальный обменный курс валюты отличается от паритета ее покупательной способности. Предложено Государственной службе статистики Украины вести расчеты ВВП не только на базе национальной валюты, но и на базе паритета покупательной способности валют и публиковать их ежегодно. Prerequisite for effective economic policy is knowledge of relationship between economic variables and precise measurement of these variables. The use of a standardized methodology for calculation the amount and structure of GDP make comparable economy of different countries. The most important parameter that characterizes the material possibilities of economic development is capital. Accordingly, the rate of fixed investment share in GDP is an essential characteristic of the perspectives for economic growth and development. In economy of Ukraine during the last fifteen peaceful years the capital accumulation is from 18.3% to 27.5% of GDP. The share of fixed capital, which expended for machinery and equipment, was 35-45%. Comparison of accumulation in the domestic economy with those of the US, Germany and France shows that the share of accumulation is higher in Ukrainian economy. In the structure of accumulation machinery and equipment also is 10-15% higher than in developed countries. Therefore, Ukraine's economy has cut gap in GDP per capita. But this is not happening. This dynamic development of economy of Ukraine contradicts logic and requires more thorough analysis of structural indicators of GDP in Ukraine's economy. This article is dedicated to their research. The aim of research is precision measurement of GDP structural parts on the basis of purchasing power parity indices. In 2011, for which was made the latest official estimates, purchasing power parity of hryvnia against the US dollar on average in the economy amounted to 3.434 hryvnia for one dollar, while the official exchange rate was UAH 7.968 per US dollar. The discrepancy between the official exchange rate and its real purchasing power is larger in the sector of consumer spending and smaller in the sector of investment costs. Accordingly, the structure of GDP, calculated in national currency creates an exaggerated idea of the investment costs of the economy and, consequently, understatement idea of consumer spending. Transfer of GDP for its analytical categories in US dollars, based on the real purchasing power of the currency, makes a more adequate picture of the situation in the economy. The accumulation of capital in Ukrainian economy, calculated on the basis of purchasing power parity exchange, is only slightly more than 9% of GDP. These data quite adequately explain the very slow development of the national economy. |
