Стаття розкриває теоретичні та практичні аспекти участі венчурних фондів у процесах реалізації структурних реформ у стратегічних галузях економіки на умовах державно-приватного партнерства. Отримали розгляд існуючі підходи до визначення поняття «організаційно-економічне забезпечення», на основі яких було запропоноване авторське визначення організаційно-економічного забезпечення венчурного фінансування на умовах державно-приватного партнерства. Обґрунтована форма консолідації ресурсів венчурних інститутів спільного інвестування у вигляді консорціуму. У роботі викладені основоположні принципи та функції, яких дотримується та які покладені на консорціум венчурних ІСІ. Запропонований фінансовий інструмент реалізації фінансування інфраструктурних проектів венчурними фондами – програмно-цільова облігація. Висвітлена актуальність запропонованого організаційно-економічного забезпечення в контексті необхідності оновлення та модернізації сфери інфраструктурних галузей господарства України.
Статья раскрывает теоретические и практические аспекты участия венчурных фондов в процессах реализации структурных реформ в стратегических отраслях экономики на условиях государственно-частного партнерства. Получили рассмотрение существующие подходы к определению понятия «организационно-экономическое обеспечение», на основе которых было предложено авторское определение организационно-экономического обеспечения венчурного финансирования на условиях государственно-частного партнерства. Обоснована форма консолидации ресурсов венчурных институтов совместного инвестирования в виде консорциума. В работе изложены основополагающие принципы и функции, которых придерживается и которые возложены на консорциум венчурных ИСИ. Предложен финансовый инструмент реализации финансирования инфраструктурных проектов венчурными фондами - программно-целевая облигация. Освещена актуальность предлагаемого организационно-экономического обеспечения в контексте необходимости обновления и модернизации сферы инфраструктурных отраслей хозяйства Украины. An article clears up the theoretical and methodical background of the venture funds involvement in the processes of the structural reforms realization in the strategic spheres of the economy on the conditions of the public-private partnership. Existing approaches to the category “organizational and economic implementation” were analyzed in the article that formed author’s definition of the organizational and economic implementation of the venture financing on the conditions of the public-private partnership. Consortium is justified as a form of the resources consolidation of the joint venture investment institutions. Basic principles and functions of the consortium of the joint venture investment institutions are expounded in the article. The program-targeted bond is proposed in the article as a financial instrument of the realization of the infrastructure projects by the venture funds. The topicality of the organizational and economic implementation of the venture financing on the conditions of the public-private partnership is highlighted in the article in the context of the necessity to update and modernize the sphere of infrastructural branches of the economy of the Ukraine. |
