Узагальнення досвіду країн-членів Ради Європи у сфері природоохоронної діяльності на регіональному рівні засвідчило, що на увагу заслуговують, насамперед, такі механізми розвитку екологічної демократії, як: організаційний — об'єднання ініціатив, механізмів, фондів, науково-дослідницьких програм й існуючої інформації для збереження і покращення природного та ландшафтного розмаїття; забезпечення доступу до екологічної інформації та участі громадськості в процесі прийняття рішень з питань, що стосуються навколишнього середовища; адміністративний — інтегрована функціональна і довгострокова концепція регіонального планування, що є не комплексом норм, які регулюють планування, а, швидше, визначають права людини в контексті облаштування територій з урахуванням обмежень і можливостей регіонів, де вони проживають.
Summarizing the experience of the Council of Europe in the field of environmental protection at the regional level showed that deserve attention, especially following mechanisms of environmental democracy as: organizational — union initiatives, mechanisms, funds, scientific research programs and existing information preservation and enhancement of the natural and landscape diversity; access to environmental information and public participation in decision-making on matters relating to the environment; Administrative — integrated functional and long-term regional planning concept, which is not a set of rules that govern the planning, but rather define human rights in the context of resettlement areas subject to the limitations and possibilities of the regions where they live. |
