Розглянуто проміжні підсумки децентралізаційної реформи 2001 року у Хорватії. Проаналізовано передумови внесення змін до конституції та процес упровадження цих змін, насамперед у сфері освіти, охорони здоров’я, соціальної допомоги та пожежної охорони. Вказано на відсутність систематичної оцінки здобутків децентралізації, недосконалий механізм фінансування децентралізованих функцій та фрагментованість новосформованої системи місцевого самоврядування.
The interim results of the decentralization reform, started on 2001 in Croatia, are considered. The preconditions (the constitutional amendment) and the process of its implementation, first of all in the field of education, health care, social care and fire services are analyzed. It is pointed out that there is no systematic e-valuation the achievements of decentralization, the imperfect mechanism of financing decentralized functions and fragmentation of the system of local government. |
