В статті обґрунтовано модель комплексного механізму реалізації регіональної екологічної політики, де домінуюча роль відведена організаційному механізму взаємодії органів публічної влади між собою і з бізнесом та неурядовими організаціями, забезпечення врахування громадської думки, тому що саме від ефективності його функціонування залежить рівень розвитку регіональної екологічної демократії. Доведено, що проблема забезпечення еколого-безпечного розвитку регіонів та країни в цілому пов’язана із незавершеністю процесів формування територіальної організації влади і реформування міжбюджетних відносин. Фундаментом такого розвитку має стати екологічна активність, домінантою якої є участь громадян у вирішенні питань, пов’язаних з екологією.
The article rightly model complex mechanism for implementing regional environmental policy, where the dominant role is assigned to an organizational mechanism for interaction between the public authorities themselves and with businesses and NGOs to ensure the public opinion, because it is on its efficiency depends on the level of regional ecological democracy. It is proved that the problem of ecologically safe development of regions and country related to the incompleteness of the formation of territorial organization of power and reform of intergovernmental relations. The foundation of such a development should be the ecological activity, which is the dominant participation of citizens in matters relating to the environment. It is proved that the implementation of national environmental measures or solve environmental problems at the regional level - is environmental programs whose implementation is possible only through a set of interrelated mechanisms, coordinated among themselves on the terms and resourced. In the context of mandatory administrative and economic mechanisms for implementing programs dominant role is played by organizational mechanism involving the public in their training that promotes both attract additional resources and the formation of cross-sectoral interests and coordination between various sectoral and territorial levels of management, including through the Coordinating Council. The effectiveness of environmental programs and coordination between them depends on the model of the mechanism of implementation, which is the basis of information and analytical support coordination. |
