У статті досліджено трансформацію валютних політик постсоціалістичних країн у період підготовки їх вступу до Європейського валютного союзу. Виділено основні етапи здійснення валютної політики країн, які стали членами ЄС у 2004 році. Проаналізовано основні макроекономічні показники країн ЦСЄ у 2003 році — перед вступом до ЄС. Визначено, що зміна валютної політики України проходила аналогічно іншим постсоціалістичним країнам етапи. Враховуючи досвід досліджених країн, визначено перспективи розвитку валютної політики України.
The present article explores currency policy transformation of post-socialist countries during their preparation for joining the European Monetary Union. Through analyzing economies of the ountries, which joined EU in 2004, we have singled out key stages of their monetary policy, among them are: stabilizing phase (1990-1994), intermediate phase (1995-2000), preparatory phase (since 2001 till joining the EU). Almost all post-socialist countries began the process of reforming the monetary systems by imposing a fixed exchange rate in order to stabilize the economy and support exports. After the restoration of economic growth and decreasing inflation the countries gradually moved towards a more flexible exchange rate conditions. Today, most of these countries have declared a free policy. Although some transformation in currency systems of the countries listed above are very similar, but each state used different means in order to succeed, it is this that makes their experience interesting for studying, as we can analyze and compare their success and faults. In our research, we analyzed the main macroeconomic indicators of CEE in 2003 — before joining the EU. All the CEE countries, except Slovenia, were far from achieving macroeconomic stability. Particularly the worst were unemployment rates and current account deficit. Upon examination these events it becomes clear that stages of change in monetary policy in Ukraine were similar to that ones of postsocialist countries. The transition to a flexible exchange rate, recently introduced in Ukraine, will contribute to the development of tools for the implementation of inflation targeting in the future. Taking into account the experience of the studied countries, we have defined monetary policy prospects in Ukraine. In order to join the European Monetary Union within the ERM-II system Ukraine will have to switch to a fixed Euro rate, however this step will be preceded by long-lasting reformation of economy and legislation. In order to integrate to the European Monetary Union Ukraine should change legislation, which would be based on the principles of consistency and continuity regarding the current currency legislation and, at the same time, afford an opportunity to adapt gradually conditions and requirements of the European Union. |
