Показано, що кількісні і якісні показники закупленого озброєння та військової техніки внаслідок корупції значно погіршуються. Пропонується активніше залучати антикорупційний потенціал громадянського суспільства, а саме, впливати на державних службовців, які не відповідають стандартам доброчесності. Громадські організації з подібними повноваженнями повинні формуватися опозиційними політичними силами і мають бути підзвітними лише відповідним органам Групи держав проти корупції (GRECO).
An analysis of the state of corruption in the procurement system of armament and military equipment in Ukraine suggests that this sphere of state activity remains critical. The eff ectiveness of measures for the development of the Armed Forces of Ukraine directly depends on reducing the level of corruption risks in the state bodies of the defense sector. The losses from corruption scams during public procurement procedures actually reduce the funding allocated for the development of the Armed Forces to 15 percent annually. The plundering of public funds during procurement of armament and military equipment reduces the amount of material resources for the Armed Forces of Ukraine, and also reduces the quality of purchased weapons and military equipment. Together, this leads to a signifi cant deterioration in the combat capabilities of the Armed Forces as a whole.In recent years, Ukraine has made a notable step towards overcoming corruption, including in the system of procurement of armament and military equipment. But the anti-corruption potential of civil society remains insuffi ciently involved. With the aim of attracting him to overcoming corruption in the system of procurement of armament and military equipment, it is proposed to infl uence public offi cers through civil organizations that do not meet the standards of integrity. To do this, it is necessary to develop a list of criteria that will be considered signs of receiving illegal benefi ts by public offi cers. A civil organization, on its own initiative, should identify public offi cers who do not meet the standards of integrity and have signs of obtaining illegal benefi ts through corrupt acts according to established criteria. The identifi ed public offi cers must be dismissed from their positions without the right to re-appointment within a specifi ed period.Civil organizations with similar powers should be formed by oppositional political forces and should be accountable only to the relevant bodies of the Group of States against Corruption (GRECO).An eff ective anti-corruption fuse considers the system of recommendations to candidates for positions of public offi cers who make decisions in the system of public procurement in the interests of defense. A prerequisite for appointment to this position should be the receipt of written recommendations from three authoritative people in this fi eld or public fi gures. These recommendations are published and further the experts are responsible for its activities – at least, reputationally and politically.The proposed impact of civil organizations in countering corruption in the procurement of armament and military equipment can be eff ective only if the maximum possible transparency of such purchases and cooperation with the media. Показано, что количественные и качественные показатели закупленного вооружения и военной техники вследствие коррупции значительно ухудшаются. Предлагается активнее привлекать антикоррупционный потенциал гражданского общества, а именно, влиять на государственных служащих, которые не отвечают стандартам добропорядочности. Общественные организации с подобными полномочиями должны формироваться оппозиционными политическими силами и быть подотчетными лишь соответствующим органам Группы государств против коррупции (GRECO). |
