| Description |
У статті представлено досвід Румунії, як країни-члена ЄС з 2007 р. та учасника Болонського процесу з 1999 р., у започаткуванні та розвитку дорадчих, консультативних органів у системі управління освітою в умовах її децентралізації. Розглядаються підходи до делегування управлінських повноважень органів освіти і науки на загальнодержавному рівні. Відповідно до Національної доктрини розвитку освіти, де пропонується перехід до децентралізованої системи управління освітою, автор наголошує на актуальності використання наявного прикладу сусідньої держави при започаткуванні дорадчих органів, наприклад, при Міністерстві освіти та науки України. У статті схарактеризовано структуру дорадчих, консультативних органів, що впливають на здійснення владних повноважень та особливостей їх функціонування, місце у системі освітнього менеджменту на державному рівні.
The paper presents an experience of Romania, as a member of the EU from 2007 and by the Bologna Process since 1999, in establishing and development of advisory, consultative bodies in educational system in general and higher education in particular. The division approaches of educational management at the national level are analyzed. According to the National Doctrine of Education Development, that offers a transition to decentralized education management system author emphasizes the relevance of using the existing example of neighboring states in setting up advisory bodies for Ministry of Education and science of Ukraine. Such opportunity is presented in the article, which characterized the structure of advisory, consultative bodies that affect the exercise of authority and their specific function, place in the educational management at the state level. Implementation of this strategy will provide the delegation of authority in education that does not allow the state to concentrate management powers on the upper levels and will encourage the decentralization exercise of authority. At the university level, the same state educational policy will provide favorable conditions for autonomy. The influence of NGOs, professional associations and representatives of national minorities in the decision making process in education is determined. The task of clearly defining functions of consulting, advisory bodies, based on an analysis of issues of educational policy, based on an analysis of the current situation, the role and place of consultative, advisory bodies in the system of higher education in Romania, have been put forward. Conditions that ensure the effective implementation of the Bologna process towards European integration were analyzed in previous studies. These conditions include decentralization in educational management, its legislative and legal support, improvement funding mechanisms and institutional reforms. The possibilities and prospects for effective use of positive experience of theory and practice of Romanian university education in reforming of Ukrainian university education were defined. |
