У дисертації на основі широкого кола опублікованих джерел та архівних матеріалів комплексно досліджено процес створення та функціонування Українського товариства Червоного Хреста в 20-30-ті рр. ХХ ст. Базуючись на концептуальних здобутках новітньої історіографії та використовуючи широке коло різнопланових джерел, автор проаналізував історичні передумови виникнення українського червонохресного руху, його ідейні засади функціонування та основні напрямки розвитку. Окремо визначено роль українського Червоного Хреста у процесі створення радянської системи медико-санітарних та лікувально- профілактичних установ та підтриманні компартійних кампаній з організації військово-санітарної освіти. Висвітлено проблемні моменти у взаємовідносинах з місцевим партійним керівництвом, органами влади та оточуючим населенням. Проаналізовано особливості використання потенціалу українського червонохресного руху під час здійснення більшовицького соціально-економічного експерименту кінця 1920-1930-х рр. The thesis is based on a wide range of published sources and archival material and presents the comprehensive study of the process of creation and functioning of Ukrainian Red Cross Society in the 20-30s of the twentieth century. Based on the conceptual achievements of modern historiography and using a wide range of diverse sources, the author has analyzed historical background of the Ukrainian Red Cross movement, its ideological principles of operation and main directions of development. Separately, the role of Ukrainian Red Cross is identified in the creation of Soviet system of health care institutions and maintaining Communist Party campaigns for the organization of military health education. Problematic aspects in the relationship with the local party leaders, government and the people around are highlighted. The features of using the potential of Ukrainian Red Cross movement during the Bolshevik social and economic experiment in late 1920-1930s have been analyzed. The paper traces evolution of the ruling party policies regarding Red Cross organizations of the Ukrainian SSR and discloses the impact on society by party functionaries at various levels; it investigates functions and specific features of the government’s use of potential of Red Cross societies. It is proved that political and legal mechanism of Bolshevik regime aimed at nationalization of public movement in the Soviet Union and establishing strict control over all elements of the political system of the state of "the proletariat dictatorship". This, in turn, provided the legal basis for using the potential of civic organizations in general and Ukrainian Red Cross in particular, in order to implement the Sovietization of Ukraine. The mechanism of interaction Ukrainian Red Cross is analysed with other mass voluntary associations to promote the Red Army and Navy of the Soviet Union in the second half of the 1920s-1930s. The governing bodies of the company entered the party and Soviet functionaries that determine the main activities of the company, its structure and funding. In the second half of the 1920s. Change the basic directions of the Red Cross organizations. The gradual militarization of society. Key financial resources directed to the development of military health education, sanitary aviation and training of junior military medical staff. By the analysis of the various archival materials and statistical compilations the results of economic activity of cells of the Society are highlighted, its industrial enterprises and health-care facilities. The thesis defines objective reasons, motives and extent of negative trends in activities of Red Cross organizations in Ukraine. It is proved that these failures in the societies’ operations are related to the omissions of party functionaries and local government leaders, to significant personnel shortage and periodic repression of activists and leaders of the society. |
