Дисертація на здобуття наукового ступеня кандидата історичних наук за спеціальністю 07.00.01 – історія України. – Національний педагогічний університет ім. М.П. Драгоманова. – Київ, 2015. Дисертація присвячена вивченню історії розвитку громадської ініціативи національних меншин України у контексті національної політики компартійного режиму у 20-30-ті роки ХХ ст. На основі літератури, архівних і опублікованих джерел було визначено доктринальні засади функціонування системи громадських об`єднань національних меншин, висвітлено історію створення та діяльності професійних і класових спілок, національної кооперації та добровільних товариств, особливості їх організаційної структури й умови членства. Дисертантом було проаналізовано механізм адміністративно-політичної та фінансово-господарської взаємодії прорадянських громадських об’єднань з органами більшовицької вертикалі управління в контексті здійснення політики інтеграції національних меншин до політичної системи держави «диктатури пролетаріату». В роботі досліджено особливості діяльності небільшовицьких національних громадських об`єднань, їх участь у розгортанні спротиву більшовицькій політиці, яка здійснювалася по відношенню до національних громад Української СРР. The dissertation for the degree of candidate of historical sciences, specialty 07.00.01 - History of Ukraine. - Dragomanov National pedagogical University. - Kiev, 2015. The dissertation highlights the problems of the national social movement development in Ukraine in the context of the national policy of the Bolshevik regime. After analyzing the literature in the dissertation it was concluded the lack of comprehensive studies on the subject. The analysis of sources indicates a sufficient base for the writing of the dissertation. It was determined the role and place of national public organizations in the political system of the «dictatorship of the proletariat» in the state. Were examined the relationships of Communist Party authorities and national associations in the context of specific socioeconomic and socio-political conditions of national minorities of Ukraine. In the paper on the base of the extensive materials the reasons which led the population of national administrative units to the economic decline in the early twentieth century were discussed. А strong influence on the economic situation of the Germans, Poles, Jews and others were made. Nationalities were a consequence of the First World and the Civil War, the policy of "war communism» was undertaken by the Bolshevik Party. Dissertator notes that the economic policy of the Bolshevik Party in relation to the national peasantry determined highest percentage among the colonists wealthy peasants, and among Jewish towns in Right-Bank Ukraine petty-bourgeois elements. The policy pursued by the party organs was caused by the active dissatisfaction with the Soviet government among minority region. Non-Bolshevik growing influence of civil society organizations appeared. Took place constant conflicts with local party activists, natural performances took place. This led to a change of priorities of the ruling party. The authorities chose a course of gradual Sovietization of ethnic minorities. A special role was played in this process by removing the pro-governmental public associations. The author has determined the peculiarities of national public organizations. According to the doctrine of the Communist Party leadership, civil society organizations acted as a link between the state system and the population. The process of creating and activity of voluntary associations, cooperatives, economic and cultural organizations were strictly regulated by the Bolshevik regime. Pro-government associations have clearly centralized organizational structure, in which the real power in the hands of a few functionaries who are closely related to the party and government organs. The latter also regulated the conditions of membership in social organizations, watched their social composition. Instead non-Bolshevik national public organizations and national cooperations are a negative attitude to the Bolshevik regime and acted as advocates of national minorities, which they represented. They were created just by the nationally active citizens, who had their own organization, financing and program activities. The thesis revealed features of the organization and conducted of national public associations against the repressive policy aimed at their elimination. The features used in the implementation of the policy of trade unions and the ANC mass voluntary societies. Диссертация посвящена изучению истории развития общественной инициативы национальных меньшинств Украины в контексте национальной политики компартийного режима в 20-30-е гг. ХХ века. Используя литературу, архивные и опубликованные источники было определено доктринальные принципы функционирования системы общественных объединений национальных меньшинств, отображено историю возникновения и деятельности профессиональных и классовых союзов, национальной кооперации и добровольных обществ, особенности их организационной структуры и условия членства. Диссертантом был проанализирован механизм административно-политического и финансово-хозяйственного взаимодействия просоветских общественных объединений с органами большевицкой вертикали управления в контексте осуществления политики интеграции национальных меньшинств в политическую систему государства «диктатуры пролетариата». В работе исследовано особенности деятельности небольшевицких национальных общественных объединений, их участие в разворачивании сопротивления большевицкой политике, которая осуществлялась в отношении к национальных общин Украинской ССР. |
