В статті наведено результати теоретичного аналізу ключових нормативно-правових документів, регулюючих фізичну культуру та спорт у вищих навчальних закладах України. Встановлено, що основними законодавчими документами, які у правовому полі регулюють сферу фізичної культури та спорту у вищих закладах освіти, являються закони: «Про фізичну культуру і спорт», «Про вищу освіту», «Про освіту» та Положення про організацію фізичного виховання і масового спорту у вищих навчальних закладах. Доведено, що незважаючи на високий рівень правового регулювання сфери фізичної культури і спорту у вишах, відповідні законодавчі документи залишаються недостатньо систематизованими, в них є деякі недоліки і суперечності, застарілі норми і неоднозначні формулювання, що породжують труднощі у здійсненні навчально- виховного процесу фізичного виховання та спорту. A special period of a person's life, where the foundation of physical culture of each individual is laid, is the period of study in various educational institutions, beginning with kindergartens. In the conditions of active reform of education in Ukraine, including the field of physical culture and sports, there is a need to find new effective ways and means to improve the process of physical education of students and students. Particular attention should be paid to physical education in higher educational institutions, where the general awareness of the students of the positive influence of physical culture on health and various aspects of human life is formed. Care for the development of physical culture and sports in higher educational institutions is more important than the social policy of the state, which ensures the implementation of humanistic ideals, values and norms that open wide scope for revealing the abilities of student youth, satisfaction of their interests and needs. Therefore, state support of physical culture and sports is one of the important directions of the social and economic policy of our country. One of the main objectives of Ukraine's policy is to implement state activities in the field of physical culture and sports, defined primarily in the constitution of Ukraine (art. 49). December 9, 2015 (No. 1320-p) The Cabinet of Ministers of Ukraine adopted the "Concept of the State Targeted Social Program for the Development of Physical Culture and Sports for the Period to 2020", which contains the basic conceptual ideas and views aimed at improving the physical culture and sports of students and students . Theoretical analysis of key regulatory documents showed that the main legislative documents that regulate the sphere of physical culture and sports in higher educational institutions in the legal field are laws: "On Physical Education and Sport", "On Higher Education", "On Education" And Regulations on the organization of physical education and mass sports in higher educational institutions. It is proved that, despite the high level of legal regulation of the sphere of physical culture and sports in higher education institutions, the relevant legislative documents remain insufficiently systematized, they have some shortcomings and contradictions, outdated norms and ambiguous wording that create difficulties in the implementation of the educational and upbringing process of physical education and sport. |
