Предметом дослідження є видатки на наукову діяльність, що здійснюються в рамках фінансування державного бюджету. Метою роботи є обґрунтування теоретичних положень щодо фінансування науки, визначення основних проблем фінансування науки України на сучасному етапі її розвитку та надання рекомендацій щодо вирішення поставленого питання. Досягнення поставленої мети зумовило необхідність вирішення таких завдань: Охарактеризувати призначення та види фінансування наукової сфери; Визначити інформаційне забезпечення дослідження системи фінансування наукової сфери; Здійснити критичний аналіз публікацій з фінансування наукової сфери; Проаналізувати фінансування наукової сфери за бюджетні кошти; Проаналізувати динаміку та структуру фінансування наукової сфери; Оцінити ефективність державного фінансування наукової сфери; Охарактеризувати зарубіжних досвід щодо державного фінансування наукової сфери; Надати методичні рекомендації щодо прогнозування та планування видатків на наукову діяльність; Визначити проблеми та шляхи покращення фінансування наукової сфери. The subject of the study is the expenditures for scientific activities carried out within the framework of financing the state budget. The object of research is the financing of the scientific sphere. The purpose of the thesis is to substantiate the theoretical provisions regarding the financing of science, the definition of the main problems of financing science of Ukraine at the present stage of its development and the provision of recommendations for the solution of the issue. The tasks of the work are: Describe the purpose and types of financing of the scientific sphere; Identify the information support of the research system of financing the scientific sphere; To carry out a critical analysis of publications on financing of the scientific sphere; Analyze financing of the scientific sphere for budget funds; Analyze the dynamics and structure of financing of the scientific sphere; Evaluate the effectiveness of public financing of the scientific sphere; To describe foreign experience in the sphere of state financing of the scientific sphere; Provide methodological recommendations on prediction and planning of expenditures for scientific activities; Identify the problems and ways to improve financing of the scientific sphere. |
